The Tampere Convention is another effort to gain much needed support in the area of emergency communications. However, the Convention needs to be ratified by at least another seventeen Member States by 21 June 2003, if it is to come into force. As Designated Coordinator under the Convention, I would encourage your support for its early ratification. 

The entry into force of the Convention will make a major difference to the efficiency and the effectiveness of our immediate responses to natural catastrophes. It will improve the flow of assistance in those crises where speed is essential to saving lives.
