Background

In the five years since the 2002 Geneva ‘Symposium on Best Practices in Humanitarian Information Exchange,’ the humanitarian community has responded to several major challenges, including a number of large-scale disasters (2003 Iran earthquake, 2004 Southeast Asia tsunami, 2005 Pakistan earthquake, 2006 Indonesia). While the number of cross-border conflicts and complex emergencies has declined over the last decade, the increasing impact of internal hostilities and natural disasters has led to a comprehensive initiative of humanitarian reform to meet these challenges.
