Viet Nam: Typhoon Ketsana - situation overview (update 10/10/2009)

NCHMF, CCFSC, the Committee for Search and Rescue and others are meeting regularly and will provide continuous updates on the measures to be implemented in facing Storm PARMA (No.10). Current predictions tell the storm will make landfall on Monday the 12th October in the provinces Thanh Hoa to Thua Thien Hue. Updates will be disseminated regularly.

Overall weather situation:

- Typhoon PARMA (Typhoon No.10), at this moment a tropical depression, is currently situated at East of the Paracel Islands, in the North-Eastern part of the South China Sea. In the next 24-48h, it is projected to become a tropical storm but move faster than expected West towards the North of the Paracel Islands (see picture). PARMA will soon be located at the West South-West of Hainan Island (China). Based on the predictions, it is likely to start affecting North Central Vietnam, provinces from Thanh Hoa to Thua Thien Hue, by Monday 12th October. Current forecasts vary on the speed and direction of the storm, but will continuously be updated.

National response to Typhoon PARMA - Typhoon No.10:

- In the afternoon of October 9th, CCFSC and the National Committee for Search and Rescue held a meeting to agree upon updated preventive measures to deal with storm No.10. Decision 50/CD-TW was issued and sent to all provincial Flood and Storm Control Committees, Search and Rescue Committees, the Ministry of Defense, the Ministry of Transport, and the Ministry of Public Security. It calls all line authorities and operating bodies from all provinces and coastal cities from Quang Ninh to Phu Yen to implement necessary preventive measures, update storm management and prevention plans and keep all human and logistic resources ready in case the storm will hit the area.

- Decision 51/CD-TW, from 10th October, is predicting provinces from Thanh Hoa to Thua Thien Hue to be affected by the storm on Monday, based on current forecasting. They are urged to implement Decision 50/CD-TW and keep updated on the course of the storm.

- The Ministry of Public Security has issued Decision 87/DKHT instructing all line authorities to urgently implement Decision 50/CD-TW.

- Provincial authorities are instructing all relevant bodies to urgently implement Decision 50/PCLBTW.

- According to report No 255/BC-CHCN by the Advisory board of the Command of Border Guards, up to Oct. 10, 6.30am, 1,230 boats and 8,938 employees have been updated about the storm's position and predicted course and have been instructed to avoid the area. At that time, 5 boats and 59 people were working in the Paracel Islands area, and 1225 boats and 8,869 employers in the Spratly Island area.

National response to Typhoon Ketsana - Typhoon No.9:

- All central and provincial authorities continue to focus all human, logistical and other resources on emergency relief operations and efforts to rehabilitate the lives of the affected people. They are responsible for receiving and distributing all relief goods provided by the Government, international and national organisations, companies and individuals.

International response:

- CCFSC has disseminated a first detailed relief support matrix, covering all Government of Vietnam and international and national support in the aftermath of typhoon Ketsana. This relief support matrix will be updated regularly on the CCFSC website and through the DMWG mailing list in order to provide everyone with the latest information.

- The Government of Italy has contributed 200,000 euros to the IFRC, in response to urgent humanitarian assistance to the population in Viet Nam stricken by typhoon Ketsana.

- The Education cluster will meet Tuesday 13th October, 9am, at UNICEF (5th floor conference room)

- The Early Recovery cluster has been activated and will meet on Monday 12th October, at UNDP office (Rose room).
