A. BACKGROUND

The Northeast Monsoon over Northern and Central Luzon and the Tail -End of a Cold Front over Southern Luzon, Visayas and Mindanao which prevailed since January 1 to present triggered the occurrence of heavy rains in some parts of the country. These weather disturbances resulted in the occurrence of floodings, flashfloods, landslides, sea mishaps, storm surge and diseases outbreak in 27 provinces of ten (10) affected regions
