Viet Nam: Typhoon Mirinae - situation overview (updated 05 Nov 2009)

Initial damages:

At 10.30pm on 04/11/2009 (see here):

Deaths: 98 (Binh Dinh: 13; Phu Yen: 69, Khanh Hoa: 12; Ninh Thuan 1, Gia Lai: 3).

Missing: 20 (Binh Dinh: 3; Phu Yen: 16; Khanh Hoa: 1).

People injured: 66 (Quang Ngai: 4; Binh Dinh 15; Phu Yen 20, Khanh Hoa: 9; Dak Lak: 18).

Houses collapsed: 1,133;

Houses damaged: 15,283;

Classrooms damaged: 489

Rice paddies flooded: 10,335.6 ha;

Fish and shrimp ponds damaged: 913 ha;

Boats sunk: 128;

Damaged fish cages: 2,111;

Many places are still flooded and isolated, and the communication and power system has been damaged severely, so data collection is difficult.

Government response

At central level

A mission chaired by Deputy Prime Minister Hoang Trung Hai together with CCFSC and NCSAR, has been visiting Phu Yen province to inspect the response measures, search and rescue operations and the first relief efforts.

There is also going to be a mission send to Binh Dinh and Gia Lai today to coordinate all relief and search and rescue efforts, in conjunction with the local authorities and agencies.

NSCAR deployed maximum human and other logistics and requested the Military to assist with staff and other means

The Ministry of Health, through document 7682/BYT-VPB7 request pharmaceutical companies and medical stores to provide medical equipment, medicines, Cloramin B tablets and life jackets to Binh Dinh and Phu Yen provinces.

The Department of Water Resources, MARD, is closely monitoring the conditions of the water reservoirs in flooded areas, and taking necessary measures to ensure the safety of the infrastructure and to avoid flooding in low-land areas.

Vietnam Electricity is urging all his units to secure power supply in the affected provinces, and be on standby to conduct repairs whenever floods are receding

The Ministry of Information and Communication has instructed their local departments and units to focus on repair of communication network and to provide updates on all relief and search and rescue operations

NCHMF is providing regular updates on the rain and flood situation

Vietnam Television, Voice of Vietnam and other media regularly broadcast updated reports on the search and rescue efforts, and the rain and flood conditions in the affected areas

International response

PACCOM and Save the Children co-chaired a Disaster Management Working Group (DMWG) meeting at 10 am, Nov.5 in the PACCOM offices. They discussed the current situation, the damages and the possible deployment of rapid-assessment teams. Joint Assessment Teams will be sent to the three most affected provinces Phu Yen, Binh Dinh and Khanh Hoa. CARE, Save the Children, Unicef, CRS, ADRA, Oxfam and other organizations will likely be part of the teams. (CCFSC)
