Ecuador: Floods OCHA Situation Report No. 7

This situation report is based on information received from the Office of the Resident Coordinator, UN Agencies, the Ecuadorian Government, the UN Emergency Technical Team (UNETT) in Quito and OCHA Regional Office in Panama.

HIGHLIGHTS

- Floods have affected 13 provinces of Ecuador, claiming the lives of 39 persons. The total population in shelters stands at 14,000.

- The Government will be including risk management in all public policies.

- The mesas sectoriales (sectoral working groups) are meeting on a bi-weekly basis and a new "mesa sectorial" on food has been created.

- Coastal Ministry presented a new needs plan for an estimated amount of USD 100 million.

SITUATION OVERVIEW

1. Floods have affected 13 provinces of Ecuador, claiming the lives of 39 persons. The total population in shelters stands at 14,000. According to the INAMHI (National Institute of Meteorology and Hydrology), rains will continue for an additional six weeks, i.e about 30% more than average rain standards in Ecuador.

2. On 29 March, the President of the Republic, Rafael Correa, chaired the Regional COE in the Ministry of the Litoral.

3. Meanwhile, the National Emergency Operations Centre (COE), chaired by the Minister for the Coordination of Internal and External Security, announced that the Government is revising its policy on disaster risk management. Needs for strengthened communication strategies as well as for the creation of inter-sectoral programmes for immediate recovery were highlighted by various ministries. The Coastal Ministry also presented to the National COE a new needs plan for an estimated amount of USD 100 million.
