Philippines: NDCC update Sitrep No. 8 on the effects of Typhoon Karen (Nuri)

1. Situation Overview

- Typhoon "Karen" entered the Philippine Area of Responsibility on August 17, 2008 as a Tropical Depression with maximum sustained winds of 55 kph; gained strength and intensified into a storm as it moved closer to Northern Luzon; gained more strength and further intensified into a typhoon with maximum sustained winds ranging from 120-140 kph near the center and gustiness of up to 150 kph. It made landfall over the northern tip of Cagayan in the evening of 20 August 2008 and exited out of the country towards South China sea on 21 August 2008

- Typhoon Karen enhanced the southwest monsoon and brought rains over Central and Northern Luzon which triggered sea mishaps, flooding and landslides in some areas of Regions I, II and CAR. The provinces affected were Ilocos Norte, Ilocos Sur and La Union (Region I), Cagayan (Region II) and Benguet and Mt. Province (CAR). The most devastated provinces in terms of effects on population and damages to infrastructure and agriculture are Ilocos Norte and Cagayan

- M/B St Joseph was reported missing while anchored at the vicinity of Naguilian, Calayan, Cagayan since 20 August 2008 at the height of Typhoon "Karen" with five (5) persons on board namely Ernie Payas, Dennis Garalde, Teofilo Cadiz, Christopher Irece and Dexter Calapini all crew members. Search and rescue operation still on going.

- M/B Perpetual reportedly sunk while anchored at the vicinity of Sitio Mangarubat, Camiguin, Calayan Island with three (3) persons missing namely Nelson and Alfredo Bumagat and Gilbert Manalo, all of Naguilian, Calayan, Cagayan. Search and rescue operation still on going.

2. Effects

2.1 Areas and Population Affected (Tab A)

- Affected population is 69,937 families / 297,823 persons in 947 barangays of 74 municipalities and 4 cities in 9 provinces of Regions I, II and CAR

- There are no more evacuees inside the evacuation centers, however, there are still 1,531 families / 6,124 persons are being served by DSWD and LGUs outside ECs.

2.2 Casualties (Tab B)

- There were 42 casualties: 12 dead, 13 injured and 17 missing

2.3 Houses Damaged (Tab C)

- The total damaged houses were 5,508: totally damaged - 456; and partially damaged houses 5,052 partially

2.4 Damage to Properties (Tab D)

- The initial report on the cost of damage to infrastructure and agriculture in Regions 1, 2 and CAR is Php518,741,413.18 broken down as follows: infrastructure (roads, bridges and school buildings) - Php136,623,800.00 and agriculture - Php382,117,613.18

- DepEd reported that there were 245 school buildings damaged in Regions I, II, and CAR amounting to Php65,388,800.00 : Region I - Php 17,418,800.00 (121 schools); Region II- Php25,570,000.00 (63 schools); and CAR (61 schools) -Php22,400,000.00
