Humanitarian response in Somalia: Quarterly cluster report Jul - Sep 2009

This report was written in cooperation with the cluster coordinators for the humanitarian operation in Somalia. It provides a quarterly update of ongoing humanitarian response.

Overview

Despite severe funding constraints and access problems in Somalia, the clusters achieved substantial progress against planned activities in the third quarter of 2009. The Nutrition Cluster established 15 new facilities throughout Somalia for the treatment of severe acute malnutrition. There are now 416 facilities providing treatment for malnutrition in the country. The Food Aid Cluster delivered a monthly average of 23,103 metric tons of food aid to approximately 2.6 million people, reaching nearly 70 percent of its target. WASH partners supported nearly 700,000 drought-affected people with emergency water trucking, covering 50 percent of needs. During the quarter, the water supply was cut off to some 90,000 IDPs in the Afgooye corridor due to lack of funding. A continued increase in displacement, particularly in the Afgooye corridor, has resulted in a surge in demand for emergency education services in Somalia. Total enrolment in emergency schools increased by 35 percent in the third quarter, to 149,568 children. By the end of the third quarter, the Education Cluster had received less than 11 percent of the total appeal for 2009. As of the end of October, the 2009 Consolidated Appeal Process (CAP) was 58 percent funded. In anticipation of flooding during the Deyr rainy season (October-December), the clusters prepared contingency plans to address 450,000 potential beneficiaries' needs. Preparations for the 2010 CAP, including cluster response plans, began in August 2009.
