1. CONSOLIDATED APPEALS (CAP)
According to the Financial Tracking Service, more than US$3.3 billion out of $5.2 billion required had been allocated to humanitarian response in the Central and EAst Africa (CEA) region at the end of October 2009. On average, the seven consolidated appeals in the region are 64 percent funded. Variations range from 60 percent of the Somalia Consolidated Appeal (CAP) funded to 67 percent of the Chad and Sudan appeals covered.
Compared to funding levels on 31 July this year, the countries that have most significantly been closing their funding gaps are Kenya (26 percent increase), Uganda (21 percent increase) Chad (16 percent increase). The four other countries have increased their CAP funding between 10 and 15 percent.
Additional funds are still needed to respond to the needs of 23 million people in the Horn of Africa severely affected by food insecurity and drought. Many of the affected are also internally displaced persons (IDPs) or refugees: throughout the CEA region, there are an estimated 10 million IDPs and 1.8 million refugees as of mid-October. The drivers behind this displacement are mainly conflicts in Somalia, eastern Democratic Republic of Congo (DRC), the DRC/Central African Republic (CAR) / Sotuhern Sudan border region and the Darfur/Chad border region. Climate-induced displacement is also increasing, especially in Africa's Horn.
