4. PRIORITIES FOR IMPROVING DELIVERY OF HUMANITARIAN RELIEF TO GAZA

1. MAIN ISSUES

- There has been an improvement of access since mid-May and in the past few days the log cluster received finally received clearance for 530 pallets (approx. 500 MT) of humanitarian aid consisting of Save the Children shelter/hygiene kits and Anera food parcels to enter Gaza. These items will enter Gaza on Friday 12 March. It should be noted that the Anera food parcels include previously "prohibited items" such as macaroni, tomato paste and halva. This could be seen to signal the gradual implementation of the 22 March 2009 Cabinet decision on the movement of food supplies. Clearance was also received for 12 pallets of water heaters (kitchen kettles) to enter Gaza.

- Karem Shalom was closed for 3 days this week in order for an Israeli contractor to install fuel pipes at the crossing for use as an "alternative" to Nahal oz.

- Logistics cluster members are working to ensure a coherent approach with regards to new procedures introduced by local customs authorities in the Gaza Strip.

- Israeli written procedures for import and delivery of goods to Gaza remain pending and the verbal instructions are unclear and inconsistent which hampers the free movement of essential NGO humanitarian supplies to Gaza.

2. LOGISTICS COORDINATION

- Jerusalem-Gaza Logistics Cluster: Since 25 January the Logistics Cluster has delivered 6068 pallets of cargo (approx. 6100 MT) of humanitarian cargo to the Gaza Strip through Kerem Shalom crossing, on behalf of 28 cluster participants.
