General:

On 12 November, President Al Bashir met with French Foreign Minister, Philippe Douste-Blaz. At the end of the meeting, State Minister of Foreign Affairs, Al Samani Al Wasilla said that President Al Bashir reaffirmed the importance of the French to play a role in the peace process of Darfur. Al Wasilla announced that the meeting had reviewed the relations between Sudan, Chad and Central African Republic (CAR). President Al Bashir also stressed Sudan's respect for the sovereignty of the two countries. The State Minister also said that the President of the CAR, General Francois Bouzize, would visit Sudan in the next few days.

The visiting French Foreign Minister, Philippe Douste-Blaze expressed deep concern over the deteriorating humanitarian situation in Darfur and called for the expansion of the DPA to include the non-signatories. He also pledged to provide one million Euros to support AMIS operations.

On 12 November, the Minister of Interior, Al-Zubair Bashir Taha met with the GoSS Minister of Police and Security, Paul Mayong. They discussed the plans to deal with federal police directorates, passports, civil record and customs.

On 12 November, the UN Under-Secretary General for the Office for the Coordination of Humanitarian Affairs, Jan Egeland, met with LRA leader Joseph Kony in a bid to help free any women and children that might be in the custody of the LRA. USG Egeland told the press that the LRA had agreed for follow-up action by the UN.

Security:

On 10 November, AU CivPol reported that two IDPs from Dereig camp were killed by two armed militiamen in Shawa while collecting firewood.

On 11 November, during the Security and DPA implementation meeting held at the Wali's office in Nyala, it was agreed that AU CivPol will officially communicate which IDP camps have fire arms so that the Government can organize a disarmament exercise.

West Darfur

Civil Affairs:

On 7 November, UNMIS in Zalingei held a Darfur-Darfur Dialogue and Consultations (DDDC) brainstorming meeting with leaders of the five political parties in the area which included the SPLM, National Ummah Party, and the Communist Party. The parties complained that the goals of the DDDC were vague, and that launching it at this crucial stage of the crisis was a premature step prior to concluding an inclusive peace accord. The DDDC they said, as it stood, will not accomplish its anticipated results. Humanitarian:

Due to increasing build up and tensions in the area in Saleaha location, ten INGO staff members have been relocated to El Geneina upon the recommendations of the ASMT.

Suspended UNHAS flights due to the insecurity situation to Kulbus and Beida have resumed.

Safety of Personnel: NSTR

Restriction of Movement:

SAF and SPLA in Abyei agreed with granting UNMIS permission for helicopter reconnaissance flights north and south of Abyei until 16 November. A Joint Monitoring Team (JMT) was allowed north of Abyei until 14 November. All other restriction of movement of UNMIS personnel continue north and south of Abyei.

Casualties: No casualties reported
