Philippines: NDCC Update - Sitrep no. 6 on the effects of Northeast Monsoon and Easterly Wave

I. SITUATION OVERVIEW

A. Weather System Update

- Wind convergence affecting Mindanao, moderate to strong North Easterly surface windflow prevailing over Luzon and Visayas

- Northeast Monsoon has been affecting Northern and Eastern Luzon and Easterly Wave in Mindanao

- These weather systems cause light to moderate rains in Regions I, II, III, CAR and NCR and forecast to last up to five days

B. Effects

1. Affected Population (Tab A)

- Reported affected were 24,800 families or 111,894 persons in 165 barangays of Cagayan and Isabela in Region II, Aurora in Region III, and Camarines Sur in Region V due to flood inglflashflood. Of the total affected, 954 families / 3,437 persons were evacuated to 19 evacuation centers(Tab A)

2. Casualties

- Three (3) persons were reported missing in Isabela: Martin delos Santos, 25 y/o, resident of Brgy Aggasian, Ilagan; Noylan Canceran, 22 y/o, resident of Brgy, Mozzozzin Sur, Sta. Maria; and Jerry Gabriel of Sindon Bayabo, Ilagan

C. Emergency Incidents Monitored

1. Landslide

Region V

- At 6:30 AM, 5 November, a landslide occurred in Sitio Hubo and Sitio Cawayan, Brgy Bulaobalite, Tinambac, Camarines Sur on November 5, 2009 with 2 houses totally destroyed in Sitio Cawayan.

2. Strong Winds

Region XI

- At about 11:00 PM, 05 November 2009, a strong winds damaged five (5) houses in San Isidro, Padada, Davao del Sur (3 totally and 2 partially) affecting 5 families or 25 persons

3. Sea Mishaps

- MDCC Infanta, Pangasinan reported that three (3) motorized bancas namely: M/BCA "HR"; B/BCA "ERDIANN" and MBCA "FREWILMAR" with twenty one (21) fishermen on board were reported missing since October 26, 2009. Six (6) of the 21 fishermen identified as Carlos Paluan Sr., Teofilo de Vera, Lito Libios, Rodel Delfin, Benjamin Alcala Jr., and Neil Paluan have returned home yesterday, 07 November 2009. The remaining 15 fishermen are still seeking refuge at

Scarborough Shoal and are expected to make their way back as soon as the sea condition normalizes

- Bolinao Police Station Pangasinan reported missing another four (4) fishermen on board "JOHN ANDRE", identified as Mario Zamora, Rolando Herbese, Diosdado Pesudas and Lonito Saligumba on October 28, 2009. "JOHN ANDRE" was spotted at 35 Nautical Miles West of Cape Bolinao by a Chinese Cargo Vessel (M/V Heng Shun Men) and had returned home yesterday, 07 November 2009
