VSF-Germany seeks to recruit a Project Manager for an ECHO funded Project in Shilluk Kingdom, South Sudan.

Project Title:

"Support local livestock production for food aid and reintegration assistance of returnees and vulnerable residents"

Project Background:

From the beginning of 2008, VSF Germany intends to implement a milk and meat marketing project in Shilluk Kingdom, Upper Nile. The project intends to revitalize markets for livestock products (mainly cow milk and meat from cattle, goat and sheep). Contract farmers, Milk Sellers and Butchers are involved to facilitate the market chain. As consumers we target malnourished returnees and IDPs. They will be issued with vouchers which can be changed at selling points in Malakal (and may be other settlements) against meat and milk. This is a supplementary feeding to food rations they receive from WFP in a support program. The project works in close collaboration with the Government of Upper Nile State, UN bodies and NGOs on ground supporting returnees and IDPs.
A second component of the project will restock selected returnees and IDPs with goats in support of settlement and to help them in finding a source of living.

VSF Germany is working together with VSF Suisse, implementing same or similar activities in the Aweil Counties, Bahr al Ghazal. While VSF CH is responsible for the implementation in BEG, VSF G will be the Lead Agency. The total funding is 800,000 Euro for a time span of one year (starting 15th Dec 2007 to 14th Dec 2008). This is a pilot project, and if successful, an extension and duplication may be possible.

Your profile and your responsibility:

We are looking for an experienced and self motivated Project Manager with good communication skills and managerial qualities. A university degree in a relevant field and a minimum of five years work experience in the developing world, preferably in the Horn of Africa, is required. Sudanese with adequate qualifications will be preferred. You will lead a team of professionals, comprising of a Shilluk Veterinarian, a Vet Assistant, a Logistician and Support Staff (office staff and field staff). The incumbent will be in charge of the project management, including control of project expenses. She/he will produce and compile internal and donor reports, including coordination and reporting on the two project areas, implemented under VSF CH and VSF G. As this project is designed as a pilot project, good monitoring and evaluation of the activities and the effects is a minimum requirement.

Your Work Place and Work Conditions:

VSF Germany has implemented projects under ECHO funds in Shilluk Kingdom since 2001. The former Community Based Animal Health Project ceased by end of 2007 and will now be replaced by this new approach in marketing. The project will be supported by project staff and a network of farmers and Community Animal Health Workers from the previous project.

Project Staff will be based in Malakal. Basic sub-stations exist in Oriny and Nyilwak for a better outreach. Transport is facilitated by a 4x4 Land Cruiser, a Hilux for Malakal town, a motor boat and a number of motor bikes, used by assistants. VSF G is sharing offices in Malakal with FAO. The office is equipped with two back up generators and a V-SAT system for Internet and e-mail access. VSF G staff resides in a rented house with a stand by generator.

VSF Germany has a second EU funded Food Security project in Malakal. It is expected that some resources are shared and that the two projects are working hand in hand. All our projects fit into the general rehabilitation and recovery efforts undertaken by the Government, the UN and the local and international NGOs.

Line Management:

The Project Manager will report to the Head of Programmes.
