Asmae is a French, non-religious, non political organization, created in 1980 by Sister Emmanuelle. Our main mission is the development of underprivileged children. Asmae helps them to choose and to build their own way towards autonomy, in their own environment.
We support educational, sanitary and psychosocial activities for underprivileged children from Burkina-Faso, Egypt, India, Lebanon, Madagascar, Mali, Philippines, Sudan and France. Our philosophy is to work closely and in partnership with local organizations. Asmae always considers the economical, cultural, social and familial contexts in its programs, trying to find sustainable solutions to the problems.
Asmae is in the Philippines since 1989. Since December 2007, Asmae is represented by 2 coordinators who are in charge of the monitoring and development of programs in two areas: Luzon (Metromanila) and Visayas-Mindanao. They work with 15 local partners.
BACKGROUND
Asmae is working in the field of Special education with two of its actual partners and would like to enhance its knowledge on disability in the Philippines with a view to strengthen and widen its support to special children.
Thus, Asmae now recruits a Special education specialist to conduct a study on Disability in the Philippines in general and on Special education in particular. The study is designed to give all the relevant information on disability and Special education in the Philippines and to analyze this data regarding Asmae’s principles and means of intervention.
JOB PURPOSE

The Special education specialist will be responsible for designing the research methodology, data collection, processing the data and writing the final report. The job holder will have to analyze the data collected comparing it to Asmae’s principles and means of intervention. He/she should identify potential Asmae partners and resources organisations. He/she should come up with recommendations for the general strategy of Asmae in the Philippines regarding disability and Special education.
OBJECTIVES OF THE MISSION
1/ General assessment and report on disability in the Philippines:
1. Main disabilities and causes
2. Legal framework on disability in the Philippines
3. Administrations in charge of addressing disability issues (both national and local)
4. Main organisations (governmental, local and international NGOs) involved in the field of disability (generally and disability-specific) nationally and with a focus on Luzon, Panay, Negros, Cebu, Bohol and Mindanao Islands.
5. Available trainings in the Philippines for addressing disability issues (physical therapists, occupational therapists, SPED teachers, SPED educators, psychomotricians and any other relevant training). Detailed analysis for each curriculum.
6. Identification of local NGOs working with disabled children (in Luzon and Visayas and Mindanao).
7. Analysis of main strengths and shortcomings of the existing responses to disabled persons and specifically children in the Philippines.
8. Suggestions for action and support.
2/ Specific assessment on SPED education in the Philippines.
The jobholder will need to assess the:
1. Number of institutions and location (nationally and with a focus on Luzon, Panay, Negros, Cebu, Bohol and Mindanao Islands.)
2. Kind of activities conducted in the SPED centers.
3. Training of the staff of the SPED centers.
4. Curricula of trainings for SPED teachers and SPED educators.
3/ Specific assessment on paramedical support available in the Philippines for special children
The jobholder will need to assess the:
1. Number of institutions and location (nationally and with a focus on Luzon, Panay, Negros, Cebu, Bohol and Mindanao Islands.)
2. Type of paramedical support available, both in specialities and coverage.
4/ Visits and analysis of potential partners.
The job holder will need to:
1. Assess the compliance of the organization with Asmae’s criteria for partnership.
2. Conduct a SWOT analysis of the organization’s projects.
3. Analyse the needs of the organization and how Asmae can or cannot respond to them.
4. Come up with a recommendation for each organization on the potentiality of a partnership with Asmae and a tentative mid-term partnership plan.
The assessment conducted with each institution should be tailored and participatory.
PERSON SPECIFICATION
Experience:
Required:
- At least 3 years experience in the field of disability.
- Proven experience in drafting reports.
Desirable:
- Proven experience in researching and analysing a specific field (related to Disability or not).
- Experience in working in the Philippines.
Education /Knowledge:
Required:
- Broad knowledge of Special education and knowledge of paramedical fields related to disability.
Desirable:
- Master degree in social work, social sciences or any other relevant field
Skills:
Required:
- Excellent analytical skills
- Excellent oral and written English
- Excellent communication and interpersonal skills
Desirable:
- Working knowledge of Tagalog and Ilongo

TERMS OF CONTRACT:
The job holder will work under the supervision of the Asmae Visayas and Mindanao coordinator and the area manager for Asia based in Asmae’s head office in Paris, France. The Luzon coordinator may be consulted.
Duration: as soon as possible for a 6 months contract
The job holder will need to cover an important geographical area and to travel frequently.
Salary: For VSI (French volunteer contract): 856€ / month
For national application: contract to define according to experience (50 000 PHP maximum)
