JOB CONTEXT:
HI has been present in Afghanistan since 1996 with a comprehensive approach to respond to the needs of persons with disability and to participate in the reconstruction of the Afghan Health System, Handicap International (HI) holds an important geographic position in Afghanistan, implementing project activities in the provinces of Kabul, Herat and Kandahar.
Specifically, HI works in the Southern (Kandahar), Western (Herat) and Central (Kabul) regions of Afghanistan, which covers more than half of the people with disabilities in the country. Handicap International in Afghanistan currently operates 8 projects managed by about 200 national staff and 7 expatriates (Country Director, Adm Coord, Program Manager, Inclusion Tech Advisor, Rehab Tech Advisor, Herat Coordinator and Heart Technical Advisor). The team is highly committed. The sectors of intervention include: Disability advocacy and awareness, Physical rehabilitation and physiotherapy, Socio-economic inclusion and mine risk education.
The country is currently and will remain on security alert. HI has strict Security Management procedures, with restricted movement both during working hours and after.
JOB DESCRIPTION:
Stakes of the post
• Lead the country team's analytical thinking and conceptual understanding of Afghanistan's development & humanitarian context
• Strategy development and organisation development towards making the country team more effective in achieving HI's ambition, strategic presence, relationships & influence in Afghanistan
• Plan and manage human resources, ensuring the development of a capable, diverse and high-performing team
• Plan, implement and secure high-value, multi-year funding contracts; ensure proper reporting and accountability to donors
• Plan and manage financial resources according to HI standards of accountability and good practice
• Manage diverse and complex tasks and problems that involve a significant degree of financial, and security risks
• Represent HI, manage and influence significant and strategic external relationships inside the country; analyse and communicate complex information to a wide audience.
• Increase the quality of Rehabilitation services and ensure that a plan is drawn-up for a possible hand-over to a national entity.
• Contribute to regional strategic thinking and South Asia's regional objectives and priorities
DUTIES
The Field Director of Programmes will:
Represent Handicap International in Afghanistan
Develop H.I. strategy in the country.
Develop new programs and raise funds accordingly
Manage the Team based in all three bases: Kabul, Herat and Kandahar.
Spearhead the development and implementation of the long-term program’s strategy as well as the coordination of annual planning (operations, finance, communication and HR)
Be responsible for the overall program management in the country with a focus on fund raising and partnerships.
Ensure that there a good relationship with local institutional and civil society partners is maintained.
PROFILE SOUGHT:
Essential competencies
University degree in development, international relations, social studies or relevant speciality
Minimum 3 years experience as Country Director in a development or humanitarian organization
Solid experience in Fund Raising at country or regional level
Experience in remote management and strategy development
Strong organisation skills
Good analytical skills in complex environment
Experience on hardship posts
Experience in security management
Desirable competencies or competencies to be acquired:
Experience in disability projects
Experience in South Asia
Experience in Institutional building
Language skills:
Fluent in English both oral and writing
POSITION CONSTRAINTS:
The position is based in Kabul.
Security: Afghanistan remains in a conflict situation. Herat city is currently stable but there are security constraints especially for women moving around the city. Kabul has greater restrictions on movement. Travel to Kandahar is especially subject to review of the security situation because it is less stable. Any movement in the cities must be done by car, it is forbidden to walk on the streets.
Housing: The person shares a house with the other expatriates from HI and with the HI guests who regularly visit the project for short periods of time. Other options for accommodation cannot be considered.
Isolation: There is reliable Internet access and satellite TV, and can thereby be in contact with family and friends and world events. There are a large number of NGOs working in Kabul with a lively expatriate community, so there is opportunity to meet people from many countries and professions. Dress codes: Women must wear headscarf and have arms and legs covered in the working and public environment outside of the compound. Men usually wear long sleeves and trousers when outside the compound. Inside the compound, women do not need to wear headscarves but do need to keep arms and legs cover in the office.
