VSO is an international development agency that works through volunteering. VSO’s international volunteering programme places highly-skilled professional volunteers to work with local organisations and government agencies in 44 countries around the world. VSO has been operating in Rwanda since 1999, and is working in three key areas - education, disability, and supporting the development of Rwandan volunteering programmes.

VSO Rwanda is looking to recruit a dynamic and experienced Disability Programme Manager, to manage the strategic development, implementation and successful delivery, monitoring and evaluation of VSO Rwanda’s Disability Programme. As the first point of contact for the programme, responsibilities include:
- Programme Development: Shape programme objectives in line with the development context and VSO goal objectives. Identify appropriate and innovative development interventions to deliver desired outcomes.
- Programme Planning, Implementation and Review: Draft Programme Implementation Plans and use these to ensure effective delivery of programme outcomes. Plan and manage resourcing, both in terms of volunteers and funds. Lead the design and delivery of qualitative and quantitative monitoring and evaluation of the programme.
- Partnership development and maintenance: Negotiate and nurture partnerships and actively build and support networks between key stakeholders including donors, VSO International, partners and volunteers. Provide direct capacity building support to partners through participatory methods.
- Advocacy: Monitor current legislation and developments and their impact on disability, and support partners to develop appropriate advocacy goals and plans. Participate in key national working groups to ensure inclusion of Disability.
- Volunteer Support: Provide personal and professional support to international volunteers and support them to identify clear linkages between their work and higher-level objectives of the programme.

The successful candidate will have proven experience of programme strategy development and implementation, strong people management skills, preferably with experience in partnership development. As the key point of contact for partners, government and other NGOs, you should have the ability to communicate, negotiate and represent VSO effectively and at a high level. Demonstrable and extensive experience in the disability sector or a related sector (e.g. women’s rights), and excellent interpersonal and leadership skills are essential. The ability to speak French to at least intermediate standard is also required.
