CANADEM is urgently seeking a Community Security and Arms Control (CSAC) Officer for Khartoum, Sudan to support the North Sudan DDR Commission’s (NSDDRC) handling of community security and arms control activities. Background:
The Comprehensive Peace Agreement (CPA) in 2005 marked a critical juncture for Sudan and the CPA calls for the Demobilization, Disarmament and Reintegration (DDR) of former combatants, and the promotion of community security and arms control. The objective of the DDR process as a whole is to contribute to creating an enabling environment for human security, and to support post-peace-agreement social stabilization across Sudan, particularly in war affected areas. The Community Security and Arms Control in Sudan project is the arms control component of the DDR. It is designed to limit the negative effects of small arms and light weapons proliferation and misuse on the safety, security, rights and lives of the Sudanese communities, families and individuals.
Easy access to weapons and the proliferation of small arms have contributed to increasingly violent and entrenched clashes and committed the new national authorities, among other objectives and actions, to exerting maximum efforts to create and spread a culture of peace that creates stability and effectively minimizes the possibility of future conflicts. The recovery program can address the proliferation of small arms and light weapons by encouraging community involvement.
Objective of the Program:
The project’s objective is to build confidence, stability and security for communities in north Sudan (East, Darfur and CPA areas).
Duties:
The incumbent will report to the NSDDRC CSAC Coordinator in Khartoum for the Community Security and Arms Control activities in the CPA Areas, East Sudan and Darfur. The incumbent will be required to visit the field when necessary.
Within the delegated authority, the incumbent will perform the following functions:
- Assist the CSAC Field Manager and CSAC Coordinator in all activities related to CSAC in the Transitional Areas, East and Darfur, including planning and operations.
- Support the CSAC program in coordination with UNDP/NSDDRC and assist focal points of CSAC in the North, East and Darfur in community security projects.
- Training and capacity building of the CSAC focal points in coordination with UN counterparts.
- Assess the needs of the CSAC program in perspective of the framework and policy suggested by the national counterparts and assist in development of a program within the unit to support the government initiatives in these areas.
- Identify competent Implementing Partners in the region to implement Community Security activities.
- Assist in planning and managing a participatory approach in community/rural development and facilitation of reconciliatory dialogue in communities.
- Assist in establishing guidelines and reporting standards for monitoring and evaluation of community security activities.
- In partnership with relevant UN agencies and government institutions, develop and implement impact evaluation, assessment, and M&E systems, ensuring the accurate and efficient management of results/data.
- Provide appropriate public information material and weekly/monthly updates on CSAC activities.
- Support the CSAC Field Manager and Coordinator in all other areas necessary for the success of community security projects.
- Training and capacity building of NSDDRC staff involved in the community security programme.
- Perform any other duty as and when required by the NSDDRC CSAC Coordinator.
Competencies:
- An in-depth understanding of the CSAC Programme’s strategic direction and ability to transform it into a results-oriented work program.
- Proven expertise in the areas of Community Security and Arms Control, DDR and reconciliation issues; in-depth understanding of, and an ability to evaluate scenarios for CSAC and its relations with DDR and the overall program with the Presidency; experience in bilateral and multilateral negotiations;
- Proven ability to establish priorities and to plan, organize, coordinate and monitor own work plan and provide advice and guidance to others; in-depth understanding of division’s strategic direction; resourcefulness, sound judgment and decision-making skills.
- Demonstrated sound judgment in resolving issues/problems; ability to proactively seek and recommend sound policy initiatives;
- Excellent and effective communication (verbal and written) skills, including ability to prepare reports and conduct presentations by clearly formulating positions on issues, articulating options concisely conveying maximum necessary information, making and defending recommendations; diplomacy and tact; ability to convey difficult issues and positions to senior officials;
- Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Minimum Requirements (*your resume must clearly demonstrate every point*)
- Master’s degree in conflict management, international relations or other relevant fields.
- 5 years of professional work experience, of which 3 years must have been completed in a post-conflict zone or development context
- Experience in liaising with foreign government officials, and raising funds from the donor community
- Field experience in designing action plans for implementation.
- Hands-on capacity building experience with the ability to implement projects/program in the field
- Strong project/program management skills and experience
- Demonstrated understanding of DDR processes
- Familiarity with UN rules and regulations
Asset Requirements
- Work experience in community security, conflict management, small arms control, peace building, reconciliation, security/emergency management, or Rule of Law.
- Knowledge of the political and economic situation in Sudan is preferable.
- Experience in Sudan
- Fluency in English is essential; knowledge of Arabic would be an asset.
