TERMS OF REFERENCE: Programme Coordinator for the YJPP

Background

The Yemen and Justice Policing Programme (YJPP) is a five-year programme which will mainly focus on work with the justice and police agencies in Yemen so that they can be better placed and more able to mitigate and manage conflict. By doing this, the YJPP aims to develop more effective, accessible and equitable justice and policing systems for the people of Yemen. The Programme Coordinator, based in Yemen, is in a senior manager role with responsibility for the overall leadership and management of the YJPP in Yemen and will be the principal liaison with the Government of Yemen (GoY) the Yemeni justice and policing agencies, various high level government representatives, representatives of DFID and other British government officials.

Primary duties:

In relation to the YJPP, the Programme Coordinator will, amongst other things, be responsible for the following:
  • use final version of GRM-prepared technical tender for the YJPP and the Head Contract as a structure for the YJPP;
  • along with the Technical Director and GRM, oversee planning for the YJPP, including significant input into work-plans and determining timeframes and relevant milestones;
  • as set out in the Head Contract, and in conjunction with GRM, other relevant members of the YJPP team, DFID and GoY counterparts, that (a) a work-plan for year two of the YJPP is finalized and (b) ensure the log frame is updated to reflect the first years activities on the project,
  • prepare, in a timely manner, in coordination with GRM, all the reports requested by the Client (as set out in the Head Contract), including, but not limited to, the monthly, quarterly and annual progress reports, quarterly financial reports, end of year reports and audited accounts,
  • work with GRM and other relevant parties to ensure quarterly reports include, amongst other things, (a) full progress reports, detailing the deliverables achieved in the preceding quarter and any proposed corrective action, (b) evaluation of the practical impact of the YJPP, particularly for relevant focus groups, and (c) an annex providing details of staff deployed and financial reporting on expenditure during the quarter and forecasts for the following quarter;
  • work with GRM and other relevant parties to ensure annual reports include, amongst other things, (a) detailing of activities and progress towards the outputs specified in the log-frame, (b) working with GoY counterparts, evaluation of the practical impact of the YJPP, particularly for relevant focus groups, (c) working with GoY counterparts, an updated annual work-plan for the following year, and (d) fully audited account for the YJPP;
  • provide daily oversight and quality assurance for the management and outputs of the YJPP and ensure that key performance measures are consistent with those required in the Head Contract documentation;
  • ensure that all YJPP planning and implementation is managed in a participatory manner;
  • become familiarised with all the YJPP team and its work;
  • work with the long-term advisors and relevant GRM staff in all YJPP planning;
  • provide daily oversight for long-term advisors based in relevant GoY ministries;
  • provide feedback, when requested or as appropriate, in relation to all aspects of the YJPP;
  • provide oversight. daily direction and supervision for all Programme Management Unit staff;
  • provide oversight and guidance for Islamic Relief Yemen and its relevant staff,
  • liaise frequently with Technical Director, Project Manager and other relevant GRM staff, including to provide regular reports in the form requested by GRM;
  • liaise frequently, build and develop relations with DFID office in Yemen;
  • oversee all administrative matters of the YJPP, including all matters relating to financial and budgetary issues;
  • develop capacity building plans for Islamic Relief Yemen and ensure resources are provided to implement these;
  • manage, coordinate and supervise short-term consultants;
  • liaise regularly and build relations with all stakeholders, including organising and chairing of regular meetings relating to the YJPP;
  • establish Programme Coordination Committee, reference groups and other coordination mechanisms;
  • ensure coordination of government-led donor and law-enforcement initiatives, including through the development of cross-sectoral and awareness raising activities and building links between agencies;
  • for all staff and activities of the YJPP, oversee design and implementation of accountability and transparency mechanisms, performance standards, codes of ethics and monitoring and evaluation systems;
  • participate in establishing, overseeing, monitoring and analysing baseline assessments, data gap analyses and research as appropriate including in relation to all police and justice agencies;
  • ensure effective establishment and maintenance of all office systems;
  • ensure effective financial management of all aspects of the YJPP in Yemen;
  • use familiarity with DFID procurement procedures to ensure smooth running of programme finances including expenditure tracking, forecasting and accurate documentation;
  • monitor and evaluate performance of staff and activities of the YJPP; and
  • attend to any other related work which arises in the course of the YJPP.

Requirements:

The main requirements for the role of Programme Coordinator include, but are not limited to, the following:
  • extensive senior management experience and demonstrated ability to design, manage and supervise technical assistance in a politically sensitive, complex environment;
  • minimum of 10 years of experience working on international development programmes;
  • ability to guide participatory reform and transition processes in highly politically sensitive environments, particularly with public-sector institutions;
  • familiar with coordinating project implementation with diplomatic engagement;
  • minimum of 3 years of professional experience in team leader roles including leadership and management of project implementation;
  • technical experience in the law and justice sector;
  • excellent leadership and communication skills;
  • experience in developing countries, preferably in the Arab Middle East;
  • English fluency is necessary with a high preference for Arabic fluency
