(CLOSED) Deputy Chief of Party

DAI has recently been awarded the Lebanon Water and Wastewater Sector Support (LWWSS) project funded by USAID. The project is focused on improving the overall performance of water and wastewater utilities nationwide. Specifically, the project will help each water establishment (WE) improve its management and operations and assume responsibility for wastewater treatment through the adoption of improved operating systems, reorganization of departments, outsourcing of selected services, and strengthening of staff capacity.

DAI is currently seeking a candidate to fill the position of Deputy Chief of Party who will lead and oversee utility capital investment planning, performance improvement activities, and the procurement and integration of associated technical equipment. The DCOP will participate as an integral team member to conduct an initial needs assessment of the water establishments, and help them to develop and begin implementing medium and long-term capital investment plans. The DCOP will also assist the Ministry of Energy and Water (MoEW) to produce and publish a master plan that identifies national priorities for meeting long-term water and wastewater needs.

Job Description

The DCOP will work with the Chief of Party and Technical Embedded Advisors on the LWWSS team to coordinate institutional building tasks and activities. Key activities will include:
  • Support the COP in project management and implementation, including overseeing the implementation of small/medium-scale projects to improve WE operations and services.
  • Study and recommend medium and long-term capital investment planning for each WE
  • Assist MoEW establish a water and wastewater master plan
  • With other experts, support MoEW, CDR, and WE staff through training in capital investment planning, budgeting, financing and monitoring.

Required Qualifications

Candidates should also possess the following qualifications:
  • Advance degree in relevant technical field
  • At least ten years or more working on water and wastewater utilities in developing countries.
  • Demonstrated expertise in institutional strengthening of water and wastewater utilities; capacity building; water and wastewater infrastructure planning; utility corporatization and regulation; performance-based contracts for water utilities; public outreach.
  • Excellent interpersonal and written communication skills in English.
  • Prior USAID project management experience preferable
  • Experience working with multi- and/or bi-lateral donors, including USAID and the World Bank.
