DAI has recently been awarded the Lebanon Water and Wastewater Sector Support (LWWSS) project. The project is focused on improving the overall performance of water and wastewater utilities nationwide. Specifically, the project will help each water establishment improve its management and operations and assume responsibility for wastewater treatment through the adoption of improved operating systems, reorganization of departments, outsourcing of selected services, and strengthening of staff capacity.
DAI is currently seeking a candidate to fill the position of Utility Capacity Building Coordinator who will lead and oversee the institutional development activities, including human resources development, outsourcing options and procurement, improved operations and maintenance procedures and systems, and pollution control, for each participating water enterprise.
Job Description
The Utility Capacity Building Coordinator will work with the Chief of Party and Technical Embedded Advisors on the LWWSS team to coordinate institutional building tasks and activities. Such capacity building activities will include:
- With each water utility, create an institutional development plan and establish a corporate culture focused on improved performance.
- Providing the tools and training needed to improve the physical operations and efficiency of water utilities.
- Identifying investments to improve system operations, including specific tasks required to improve operations that can be outsourced to private companies.
- Support the installation and optimization of production and zonal meters.
- Reviewing and recommending changes to improve operations, including for managing wastewater treatment plants.
Required Qualifications
Candidates should also possess the following qualifications:
- Advance degree in relevant technical field
- At least eight years or more working with issues in urban water supply
- Prior USAID project management experience preferable
- Experience working with multi- and/or bi-lateral donors, including USAID and the World Bank
