Job Title: Logistics and Security Reinforcement Manager (French Speaking)
Work Base: Chad – Based in Abeche with movement to N’Djamena and Gore
Responsible to: Country Director
Duration: January 15th – March 31st
Terms: 4000USD/month, 17USD/day ICLA, Return Flight, accommodation, insurance and 2.5 days leave/ month.
The position is a short term consultancy to assist the MENTOR Chad team in scaling up and improving their Logistics and Security procedures. The position is to ensure the implementation of standard MENTOR logistics and security procedures, and ensure the training of all relevant MENTOR team members to implement these tasks.
Detailed tasks:
BASE SET UP AND ASSET MANAGEMENT
- Implementation of asset management, warehousing, stock control based on established MENTOR logistics protocols and procedures
- Oversee the logistical filing system to include all equipment manuals, maintenance schedules and logs documentation e.g. way bills. It does include the setup of a complete, transparent and detailed asset use and management.
- Ensure the installation monitoring and maintainance of all communication equipment – ie. HF, VHF and internet. Assure the proper use and training of all The MENTOR Initiative Staff in the use and respect of communication equipment and procedures. This is a priority area that needs to be substantially improved and rebuilt.
- Establish relationship with other agencies working in logistics – warehousing, vehicle repairs, IT and HF/VHF for continued support where required.
- Daily coordination of transport activities by road, and air if needed, this includes daily programme activities.
- Ensure a system for vehicle maintenance and Fleet management is established and relevant MENTOR team members are trained on this.
- Ensure that an assessment of all vehicles is made and repairs are organized accordingly.
SECURITY AND SAFETY
- Development and updating of Chad country security plan and procedures, including the constant companion based on MENTOR standardized templates
- Produce a Country Specific Welcome guide for Chad based on the Standardised MENTOR templates.
- Establishment of relationships with authorities in the working area for the assurance of security of team.
- Assure the respect of security procedures by all The MENTOR Initiative staff and project visitors.
- Train all staff in the security procedures and protocols, assure they are updated on any changes and understand all procedures.
Qualifications
- Experience working in humanitarian crises
- Ability to "TRAIN" international and national staff
- Willingness to work long hours
- 3-5 years experience in logistics
- knowledge of maintenance and installation of HF and VHF systems
- knowledge of maintenance and repairs of Land Rover vehicles
