(CLOSED) Technical Advisor and Coordinator - Joint Programme Children, Nutrition and Food Security

Location: Afghanistan - Kabul

The Joint Programme (JP) Technical Advisor and Coordinator will be responsible for carrying out the following tasks:

Management of the Joint Programme

- Provide overall technical guidance for the Joint Programme, in consultation with technical focal points, and support technical focal points as and when required.
- Facilitate the preparation of joint workplans and supervise their implementation, in liaison with the UN technical focal points, provincial coordinators, and partner representatives.
- Ensure JP monitoring
- Initiate and participate in the recruitment of international consultants and national staff for the JP; assist and supervise their work
- Coordinate with the Resident Coordinator’s Office to organise semi-annual National Steering Committee meetings and quarterly Programme Management Committee Meetings, plus additional meetings if required.
- Prepare annual and quarterly reports and other documentation required to inform the National Steering Committee NSC members of JP progress.
- Support the national and provincial coordinators in organising provincial level coordination meetings.
- Monitor the budget and prepare timely budget revisions if required. Prepare all budget monitoring information required to report to the NSC. Ensure all budget related documentation is kept up-to-date.
- Any other tasks required for the smooth implementation of the JP.
Coordination, policy support and advocacy
- Assist the Ministry of Public Health (MOPH) and Ministry of Agriculture Irrigation and Livestock representatives (MAIL) in participating in relevant policy-making and strategic planning exercises, related to nutrition and household food security, and advocating for the inclusion of clear nutrition and food security objectives and adequate strategies.
- Assist the MOPH and MAIL representatives in establishing and facilitating effective and adapted coordination mechanisms required to support the implementation of Government strategies related to nutrition and household food security, at central and provincial levels. These should build upon and link with existing coordination mechanisms.
- Ensure adequate linkages are made between the Health and Nutrition Sectors, and the Agriculture and Rural Development Sectors, in Government policies and strategies, and through coordination mechanisms. In particular, support linkages are made between the nutrition cluster and food security cluster.
- Support linkages between coordination mechanisms related to emergency nutrition and household food security interventions (namely the clusters) and those dealing with regular development programmes, so as to ensure coherent strategies and links between relief and development.

Monitoring, evaluation and knowledge management

- Oversee and provide technical assistance to the relevant staff (in particular the National Coordinators, Provincial Coordinators, and partner agencies technical officers) on monitoring and evaluation. Ensure that reliable monitoring data is collected on a regular basis.
- Supervise and facilitate the implementation of the Baseline and Impact assessments. Closely collaborate with the MDG Fund Secretariat with regard to indicators and methodology and allow for their inputs where possible.
- Ensure that relevant Joint Programme information is disseminated to the adequate stakeholders.
- Organise annual reviews and lessons learning-and-sharing workshops to disseminate and capitalize on the experience generated by the Joint Programme (at least once a year – c.f. section 7).

Resource Mobilisation

- Assist the MOPH and MAIL (and other ministries, if required) in mobilizing resources for nutrition and household food security programmes. Facilitate resource mobilisation, identify funding gaps and requirements for expansion. Identify funding sources. Together with MAIL and MOPH, update donors on the funding situation, particularly funding gaps.
- Support MOPH and MAIL representatives in preparing proposals and design projects to expand the Joint Programme activities (e.g. geographical coverage, timeframe, and range of activities).
- Liaise with JP Budget focal points to regularly submitted financial and technical reports for consolidation and forwarding to the donor per the agreed conditions.
