Médecins du Monde is an international humanitarian organisation whose mission is : to provide medical care for the most vulnerable populations when they are faced with crisis or exclusion from society, the world over, including France, to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, to seek at all times to encourage close working relationships with populations in its care. based on its medical practices totally independent action, Médecins du Monde : identifies potential crises and threats to health and dignity so as to help prevent them, mobilises non medical assistance for solidarity campaigns denounces and bears witness to violations of human rights, especially denial of access to health care, develops new approaches and new practices for public health internationally, based on respect for human dignity, commits itself to a relationship of total transparency with donors, campaigns for establishing humanitarian medical principles based on ethics of accountability.

MDM delivers healthcare services in seven locations with a possible extension to nine in the upcoming year. Two major primary healthcare centres offer emergency management of cases that need immediate attention or stabilisation to enable referral to one of the secondary healthcare centres in the state capitals, though referral outside of the mountains is still complicated due to insecurity and road access. In one of these clinics MDM is running a Therapeutic Feeding Centre in which severely malnourished children with medical complications are under 24 hour care. This emergency case management and ITFC is managed by the expat and impat (national staff brought in from other regions of the country) staff and not considered as sustainable. Two other health centres will offer a level of primary healthcare, reproductive health and outpatient nutritional programmes under the management of local staff. The remaining locations are primary health units (outposts) in central locations where people can be treated for simple complications and more serious cases are identified and referred to the health centres for follow up. This setup, adopted from a 1990’s design of Unicef / MoH, currently covers a population of between 150 and 175 thousand people in East Jebel Mara.
Recent security developments in Darfur have added abduction on top of troop or tribal clashes and different forms of banditry. The location of MDM’s operation in a relatively secure area has allowed much greater freedom of operational access and minimises the possibility of violent security incidents, including abductions. Nonetheless, the security of the team (national and international) logically has the highest priority and because of this MDM has managed to keep the programme running even during politically or military tense periods.
The Medical Coordinator is in responsible of coordinating all health activities through a team of medical expatriate and national staff.
1. Team management
- Manage the national medical team: recruitment, evaluation and appraisals.
- Manage the expatriate medical team: briefing, evaluation, debriefing (in beginning, during and at the end of their mission), team meetings, support, work supervision and follow-up of activities
- Organise the schedule/planning of the medical expatriate team to assure the development of the project.
- Hold regular meetings with the health team members in order to evaluate the progress of the medical activities.
- To plan the replacement of the members of the expatriate medical team in collaboration with the other members of the Coordinator Team, Emergency Desk Officer and RM.
2. Programme Management
- To develop a general strategy on MdM activities with the General Coordinator and the team.
- To make sure the different components of the programme are consistent and link with population needs.
- To react to any change by adapting the program if necessary (outbreaks, new needs arising, opening of new programmes, and influx of returnees, etc.).
- To develop the analysis of the medical data: realization of reports and graphs.
- To ensure the supervision of the pharmacy (consumptions, orders & inventory) with the support of the logistics team.
- To plan and support training for national staff in order to ensure quality in programs.
- To support and train the expatriate team and keep them updated on new developments in medical care.
- To participate to the recruitment of the local medical staff.
3. Coordination and representation
- Coordinate with UN agencies, NGOs, local medical authorities and local authorities (community) on issues related to health.
- Attend weekly health and nutrition cluster meetings on behalf of MdM with WHO, SMOH, UNICEF and other stakeholders.
- Ensure coordination with medical partners: MoH, EPI, UN, INGOs, etc..
- Lobby to reinforce coordination of health partners in East Jebel Mara (between local communities and MdM).
- Conduct assessments and recommend new interventions in areas of great health needs.
- Work in close collaboration with MoH and to try to support capacity building within MoH team.
- Organize regular meetings with local authorities in East Jebel Mara and with the community leaders.
4. Management of medical stock
- Ensure timely order for drugs and medical supplies in order to avoid stock outs.
- Supervise medical stock management together with logistics, the Nurse and Medical Store Keeper.
- Monitor rational use of the medical supplies at facility level together with the Medical Store Keeper.
5. Security
- In case of absence of the Field Coordinator, monitor the security situation in East Jebel Mara.
- Be aware of the evolution of political situation in the country.
- Maintain good working relationship with the partners on the ground.
6. Reporting
- Compile weekly and monthly reports on disease pattern, program progress and disease surveillance.
- Submit monthly reports to general coordinator on the progress of the programme.
- Produce donor reports on regular basis as well as giving technical inputs during proposal writing.
7. Relationship with the Emergency desk and RM
- To follow up of medical issues and sharing of information.
- To realize weekly / monthly report.
- To participate in the writing of donors activity reports.

Profile:
- Humanitarian experience is compulsory
- Coordination experience is compulsary
- Graduated Medical Doctor, Nurse with at least 2 years experience
- Experience in tropical medicine is an asset
- Knowledge of Darfur an asset
- Experience in a similar position
- Knowledge of public health issues
- Experience in outbreak management and emergency response
- Experience in negotiations with local authorities, partners and staff in a tricky context
- Capacity to work in an volatile security context and able to apply strict security rules
