Swiss based Foundation providing direct aid to children in need is looking for a
Water, Sanitation Hygiene (WASH) Itinerant Delegate
General context: Terre des hommes Foundation has established an Emergency Response Team (ERT) whose primary responsibility is action related to new emergencies. ERT members provide technical monitoring for new and ongoing programmes. This may include assessment, review and evaluation, guidance, temporary management, oversight and strategic planning for projects both within Tdh Emergency Unit and Tdh Development Programmes worldwide.
Responsibilities:
Monitoring and evaluation:
- Proactively interacts with programme line management in Lausanne and at the field level to trigger discussions over WASH policies and implementation of activities as well as project/country policies, project proposals, evaluations, starting and closing projects according to the Tdh WASH strategy
- Receives situation reports from the field concerning Tdh WASH interventions; is consistently apprised of programme developments
- Actively monitors quality of programmes through reports, briefings and debriefings, field visits and communication with the field
- Contributes to the institutional memory of the WASH unit and of the organisation by filing all relevant reports, project proposals or technical documents linked with the Tdh WASH strategy, methodology and approach
- Establishes peer and expert networks and keeps up to date with developments in WASH sector in collaboration with the WASH resource person, especially related to best practices in emergency contexts
- Responsible, in cooperation with the logistic and emergency departments and WASH resource person, for the updating and improvement of WatSan emergency equipment.
- Coordination with water and sanitation resource person in all project areas in order to implement the Tdh WASH strategy with special focus on environmental consciousness
Project implementation:
- Preparing technical project proposals, designs, budgets and reports for submission to donors in coordination with WASH resource person.
- Coaches Tdh WASH engineers and Logistic/WatSan officers involved in Tdh and/or partner WASH activities.
- Initiates action in emergencies as WASH Field Co-ordinator, as necessary. Identifies water, sanitation, environmental health needs and establishing interventions to address them.
- Depending on the context, takes the lead or assists in identifying, recruiting and managing local engineering and hygiene education staff (and the staff of partner organisations if appropriate).
- Training and supervising engineering and hygiene education staff (and partner organisation if appropriate).
- Identifying and employing local contractors and ensuring that tendering procedures, contracts, etc. are in line with Concern's established practice
- Facilitates handover of established programmes to replacement and provides follow-up guidance and monitoring
Requirements :
- Relevant combination of academic qualifications and experience, in the water, sanitation and hygiene promotion field
- Minimum 3-5 years overseas experience with an international NGO in a humanitarian context and significant experience in the emergency WASH sector
- Experience with natural and complex political emergencies in diverse cultural and climatic settings
- Experience in policy development, program design, management, monitoring and evaluation, technical design and estimation, including application of SPHERE standards
- Knowledge of principles and practices governing Donor grant programs
- Excellent training, coaching and monitoring skills with knowledge in program sustainability and capacity building
- Qualifications or demonstrated experience and competence in logistics is an asset
- Fluent in English, French and Spanish; Portuguese, Arabic or German an asset
- High level of writing and communication skills, computer skills (AutoCad)
- Dynamic, independent, self motivated, well organized
- Willingness to spend high proportion of time travelling away from home (up to 70%)
