Under the overall guidance of the UNDP Communities Programme Manager, the Monitoring, Evaluation and Reporting Advisor will have a strategic overview of the Communities Programme and will be responsible for the overall management and coordination of monitoring, evaluation and reporting systems for the Communities Programme.
Duties and responsibilities:
Strategic Programming Support
- Assist CP management to integrate streamlined M&E and reporting systems across the three main programme areas of CP: Governance, Poverty Reduction, and Environment and Energy, as well as cross-cutting themes. This support will be achieved through providing input into strategic programme planning and the development of project documents, concept notes, funding proposals, and consultations within CP team and Area Offices as required;
- Assist the Programme Manager in the preparation of yearly and quarterly CP M&E work plans, and other M&E and reporting documents and correspondence as required;
- Based on outcomes of M&E processes, advise on opportunities for improvement in programming, M&E and reporting systems, which are applied at both the level of CP and the level of individual Area offices/ projects.
Monitoring and Evaluation
- Oversee the management and coordination of the CP M&E and Reporting Unit. This will entail providing supervisory and management support to Programme Analysts and M&E Manager, and involvement in the implementation of the M&E Framework and M&E Operational Plans for each project/Area Office implemented under Communities Programme;
- Based on the results of the implementation of M&E plans and analysis of related reports, supervise and coordinate the work of the CP M&E and Reporting Unit to develop recommendations which reflect on the relevance, effectiveness, efficiency, and sustainability of Communities Programme interventions;
- Guide the process of the identification of data collection methods suitable for M&E within CP activities and provide supervision, training to relevant staff accordingly;
- Provide technical support to the design and monitoring of surveys and the analysis of survey data. Effectively communicate findings to UNDP staff, donors and national stakeholders as required;
- Provide support in the design and conducting of reviews and evaluations for CP interventions;
- Coordinate the development and implementation of field monitoring plans at the level of CP and provide advisory support on the development of field monitoring plans for Area Office level projects;
- Undertake regular visits to the UNDP Area Offices and provide relevant training and capacity building support to program staff on M&E of projects, needs assessments, stakeholder consultation and report writing;
Reporting and Information Management
- Oversee the management of CP reporting staff , including the supervision and quality control of reporting for CP;
- Develop a systematic approach to regular reporting and information storage/sharing/dissemination. Ensure universal access to programme, M&E and reporting information across CP-UNDP as required;
- Ensure the sharing and availability of information of CP project activities, outputs, outcomes, and impacts with donors and development stakeholders;
- Liaise with area managers and project managers to ensure effective communication flows and the nurturing of good working relationships between donors and UNDP on issues of M&E and reporting.;
- Perform other duties related to development and implementation of M&E and reporting systems as required by CP-UNDP management
The duty station is UNDP Communities Programme Office in Dushanbe with expected frequent travel to Area Offices in Kulyab, Shahrituz, Khujand, Gharm and Ayni.

Required skills and qualifications
Education:
- Master Degree in Economics, Development Studies, Social Research, Public Policy, Social Sciences, or other related fields;
- In depth knowledge of geography and social, economic and political context of the CIS, Central Asia and Tajikistan
Experience/Skills:
- At least five years experience in project/programme management, monitoring and evaluation in the development sector;
- Demonstrated skills in managing and leading a team to ensure desired goals are met.
- Proven knowledge and experience of developing and managing M&E systems;
- High level interpersonal skills, including excellent English writing skills with the ability to draft proposals, briefing papers, concept notes and reports to donors.
- Excellent computer skills, including command of MS Word and Excel and familiarity with imaging software and databases;
- High sense of responsibility and a willingness to take initiative;
- Excellent research and analytical skills;
- Strong and demonstrated ability to work cross-culturally in a capacity building role, including respect for diversity, sound communication, mentoring and coaching skills.
Language Skills:
- Fluency in oral and written English. Knowledge of Russian language is an asset.
