II. Organizational Context

The Expert will work under the direction of the Director of DDR/RR and under the supervision of the Chief of Operations.

III. Functions / Key Results Expected

The tasks of the Expert will include:
- Write a report for DDR/RR that defines and describes the FOCA (Combatants Forces and Army) military structure, providing an organigram as well as names of the units, the commanders and number of combatants, from the Division level through to the company unit.
- Define and describe the FDLR (Democratic Front of the Liberation of Rwanda) political structure, providing an organigram as well as identifying and describing function of each section of the FDLR structure including identifying the name and location of the heads of those sections. The report should also describe how orders are made, by whom, and how they are passed down through to FOCA.
- The report should identify and describe internal tensions and conflicts within the FDLR/FOCA structure both structural and personality driven conflicts. Recommendations should be given as to how to exploit and aggravate these conflicts so as to divide the organization.
- The report should identify the main ideological arguments of the FDLR, their origins and use in maintaining cohesion within the FDLR organization. The report should also recommend methods and messages to counter the ideology.

IV. Recruitment Qualifications

Education: University degree.

Experience: The Expert should have extensive knowledge in the organization, modus operandi and ideology of FDLR/FOCA.

Language Requirements: Fluency in spoken and written French and English is essential.
