Project title: JAMAICA PEFA REPEATED ASSESSMENT

Objective of the project:
The findings of the 2007 PEFA report demonstrate an appropriate level of, and progress in, PFM. The PEFA assessment finds that the PFM system of Jamaica is generally sound, and even contains some pockets of excellence, such as the structure and classification of the budget. However the report also highlights some of the weak areas in PFM. The findings of the 2007 PEFA and subsequent PFM updates provided the basis for the European Commission to design and implement a number of sector and general budget support programmes that are currently ongoing.
Qualifications required:
- At least 10 years of experience in public finance management, of which 7 years should be on analysis and/or audit of PFM in developing countries;
- University degree in economics or related field is required;
- Previous experience in conducting PEFA assessments;
- Prior experience in Jamaica and/or other English-speaking Caribbean countries is a distinct asset;
- The cumulated experience of the experts should ensure that the team is able to cover the analysis of the different areas of the PFM-Performance Report;
- The evaluation will look at specific experience of the experts in the areas of public procurement, taxation, policy-based budgeting and internal audit;
- The experts will have an excellent command of English.
