The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$15 billion to over 740 programs in 140 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Resource Mobilization Unit

The Resource Mobilization Unit is responsible for the design and implementation of overall strategy to secure all of the resources required to finance Global Fund supported programs from all available sources. The unit is organized in three teams that cover i) public sector donors, ii) private sector and non-governmental donors and iii) innovative financing mechanisms. The Global Fund operates on three year funding cycles and receives multi annual pledges from the majority of its donors through a multilateral Replenishment Process every third year. The next Replenishment will be held in 2010 to cover funding commitments that will be entered into in 2011 to 2013.

The Donor Governments Team under the leadership of the Resource Mobilization Director is responsible for piloting the Replenishment process, coordinating the work across the entire Secretariat. In addition, the Donor Governments Team provides reports and briefings to Management, monitors contributions, liaises with the Trustee on contribution agreements and acts as the first point of contact for the Public Sector Donors.

Role Summary & Key results expected

The incumbent will lead a team of seven professionals to secure sustained and predictable financing from public donors in support of the goals and vision of the Global Fund.

Key Responsibilities and Accountabilities

- Within the framework of the overall resource mobilization strategy, devise and implement individual country strategies to maximise contributions from existing and potential donors;
- Establish and nurture close relationships with The Global Fund’s donors. Gather intelligence while building confidence in the Fund and its mechanisms and keep donors closely informed of the Fund’s activities;
- Provide proactive guidance and advice to the Global Fund leadership regarding donor priorities and concerns, notably through the maintenance of an active donor data base;
- Play a key role in the Global Fund’s tri-annual replenishment process, including producing reports, organizing consultations in donor capitals, managing two large donor conferences;
- Manage the Donor Governments Team to ensure timely and high quality documentation for an internal and external audience;
- Provide supervision, guidance and actively develop the staff members in the team.

PERSON SPECIFICATION

Qualifications and Membership

Essential:
- Advanced university degree (international relations, communication, public health, economics, political science).

Experience

Essential:
- At least ten years of professional experience managing relationships and forging partnerships etc. with minimum of five years at international level;
- Experience of governing bodies (public/private) and effective implementation of complex strategies to achieve concrete outcomes.

Technical skills and competencies

Competencies:
- Outstanding track record of achievement in public/donor relations;
- Strong Management and Staff development skills;
- Relationship builder and negotiator ;
- Ability to inspire confidence and enthusiasm.
