General Summary:
AECOM seeks a Regional Program Manager for our USAID funded Sudan Transition Initiative (STAND). This project supports the understanding and implementation of the Comprehensive Peace Agreement (CPA), It operates in and around Khartoum and the Three Areas with a focus on Kurmuk and Damazine (Blue Nile State), Kadugli and El Muglad (Southern Kordofan State) and Abyei. Supported activities are intended to revitalize war-shattered communities, cultivate peaceful dialogue, and promote democratic transformation according to the political framework set forth in the peace protocols. The project manages a comprehensive in-kind and cash grants program, providing commodities and services to grantees for their implementation of mutually agreed activities.
This is a mid-level position that will report to the Country Director (CD) in Khartoum.
Principal Duties and Responsibilities:
- Oversee all of the program and operations for assigned regional field office and supervise the activity implementation teams;
- Manage all operations in assigned field office and oversee implementation of sub-grants and sub-contracts in the assigned area, including direct supervision of implementation activity team which will include: (1-2) Program Officers, (1) Engineer, (2) Logistician, (1) and Administrative/Finance Specialist;
- Maintain proactive communications with Khartoum senior management on all aspects of program and field office operations;
- Develop work plans; prepare programmatic and operational financial projections for the field office in close collaboration with the local administration specialist;
- Conduct weekly meetings to review and discuss status of grant development and implementation, progress evaluated and next steps agreed;
- Supervise the Sudanese Program Officers to:
Identify targeted, high-impact program activities which meet the objectives of the regional program strategy;
Identify viable local grantees, local contractors, local technical consultants, and other potential local program implementers;
Ensure that procurement, finance, logistics, and programmatic aspects of each activities is being implemented on-time and in accordance with the specifications of the approved activity;
- Oversee all aspects of each grant throughout the "activity cycle" to maintain quality; supervise preparation of all sub-grant documents; ensure completion of project budgeting and contracts which adhere to AECOM and USAID/OTI rules and regulations;
- Ensure that all activities are entered in the grants database;
- Undertake regional analysis and program design to develop program activities and strategies in Sudan in collaboration with Country Director and Project Information Officer;
- Collaborate with Project Information Officer to develop, monitor, evaluate and recommend performance measures for regional and individual activities, including contractors and grantees;
- Develop and maintain collaborative relationships with OTI, local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders; and,
- Perform other duties and activities as required for the successful management of the regional office and effective implementation of regional program strategy.
Qualifications:
- 2 – 3 years or more of work experience in international development;
- Experience working in conflict zones; experience in Sudan or the region desired;
- Previous experience managing USAID subgrant (grants under contract, in-kind grants, cash grants) programs and familiarity of USAID rules and regulations is desired;
- Oral and written fluency in English (knowledge of Sudanese Arabic is a plus);
- Must possess a well-developed political acumen;
- Previous experience mentoring and building capacity of local staff; and,
- Highly flexible and willing to work under conditions of ongoing change.
