General Summary:

AECOM seeks a Project Engineer for our USAID funded Sudan Transition Initiative (STAND). This project supports the understanding and implementation of the Comprehensive Peace Agreement (CPA), It operates in and around Khartoum and the Three Areas with a focus on Kurmuk and Damazine (Blue Nile State), Kadugli and El Muglad (Southern Kordofan State) and Abyei. Supported activities are intended to revitalize war-shattered communities, cultivate peaceful dialogue, and promote democratic transformation according to the political framework set forth in the peace protocols. The project manages a comprehensive in-kind and cash grants program, providing commodities and services to grantees for their implementation of mutually agreed activities.

Principle duties and responsibilities:

- Perform technical assessments for community infrastructure projects, including government buildings, schools, health centers, community centers, airstrips, drainage, ford crossings, culverts and bridges, water yards, water points, etc.

- Support small-scale infrastructure projects:

Prepare technical specifications and accurate BoQ for RFPs and RFQs.
Generate designs and/or evaluate construction plans for technical and material/cost accuracy.
Participate in bid analysis on RFPs and RFQs, especially with respect to technical quality and appropriate technology approaches.
Collaborate with AIS sub-contractors on: site identification; structure handover from grantees to end-user(s); and site layout of construction projects.

- Monitor the appropriate use of materials on projects and compliance with design documents and specifications.

- Monitor quality and quantity of construction materials and equipment and verify against contract terms and accepted construction standards.

- Monitor the progress and quality of work of AIS sub-contractors with respect to contract deadlines and deliverables.

- Evaluate contractor or grantee change order requests and make written recommendations to AIS management for written response--prior to accepting or implementing any changes.

- Investigate and report on noted errors and omissions to AIS management and advise AIS curing any E&O.

- Maintain a monitoring log book and prepared and submit weekly technical reports to AIS Country Director.

- Represent AIS in meetings and ceremonies as needed, and note all such occurrences in weekly reports to AIS management.

- Contribute technical inputs to grant design and preparation of idea templates and grant proposals, under guidance of Country Director or her representative.

- Lead collaborative approach to problem solving between key stakeholders—contractors, end users, GOS, MIC, etc.

- Identify and implement job site efficiencies to save time and maintain/reduce cost while not sacrificing job construction quality.

- Any other duties that might be assigned to him/her by the AIS management via the Country Director.

Qualifications:

- Minimum undergraduate engineering degree from a recognized institution.

- At least 5 years hands-on field engineering experience in a developing country context.

- Familiarity with public tendering process, BOQ reviews, site surveys, design-appropriateness to climate, geography, and culture.

- Arabic language skills a plus.
