General Summary:
AECOM seeks a Project Analyst/Information Officer (PA/IO) for its Sudan Transition Initiative Program. AECOM’s program supports the implementation of the Comprehensive Peace Agreement by building capacity of local government, providing access to information, and maintaining an independent media. Through this program, AECOM cultivates peaceful dialogue and promote democratic transformation in line with the political framework set forth in the peace protocols.
The Program Analyst/Information Officer (PA/IO) will ensure that design, monitoring, evaluation, and reporting are taking place from a political transition perspective and are being captured in documentation and reports at all stages of the program. The PA/IO serves three primary functions: advising on the political relevance of program activities, coordinating the monitoring and evaluation efforts (everyone is responsible for contributing to M&E), and managing the program’s information, communication and outreach efforts.
Specifically:
- The PA/IO will be responsible for political analysis, providing advice to the COP, DCOP-P and CR on all activities with regard to political relevance, success likelihood, and areas of caution. S/he ensures that monitoring and relevant reporting from a political transition perspective are taking place in appropriate stages of the database at each stage of project development, implementation, and close-out.
- The SWIFT Partner is responsible for monitoring and evaluation of all program activities and the PA/IO should be the lead coordinator to ensure that activities are monitored and evaluated. The PA/IO will coordinate with OTI on looking at the impact of program activities (i.e., what happens as a result of an activity, which is beyond the control of the SWIFT Partner). The PA/IO will coordinate the development of an impact assessment plan, and conduct field visits and participate in rolling assessments of program activities and program objectives. To assist in this effort, the PA/IO will monitor and ensure the completeness, consistency, accuracy, and quality of database entries and ensure that the database complies with USAID/OTI’s activity database standards. The PA/IO will assist and train program staff with writing and editing of grants related documents and activity justifications; advise program staff on suitable database entries to ensure that the database contains up-to-date and accurate information on activity implementation progress and attainment of desired activity outputs and outcomes. The PA/IO will also ensure consistency in reporting against OTI, Mission, and F indicators.
- The PA/IO is responsible for ensuring excellent documentation of activities and achievements; assisting staff and/or drafting success stories, reports and press releases. In high-profile, high-pressure environments, USAID/OTI’s reputation for quick response leads to expectations for quick results reporting. The PA/IO will support the management of OTI’s Activity Database, which may include uploading documentation, ensuring the files are complete/up-to date for each grant, and other support as required. Utilize the information from this database and from monitoring and evaluation reports in the field to compile appropriate reporting on program status and impact, including information sheets, success stories, press releases, weekly reports, quarterly reports, annual reports, and ad hoc reports on how the program responds to particular issues. The PA/IO will ensure that all written documentation clearly outlines linkages between activities and/or program objectives.
Qualifications:
- The Program Analyst will have a minimum of three (3) years of demonstrated experience in the analysis of and reporting on program impact and implementation, particularly how it relates to political context.
- Master's degree in relevant field.
- Demonstrated experience in political analysis.
- Experience in political journalism, or other related fields desirable.
- Fluent English speaker and be able to demonstrate (through writing samples) excellent writing skills.
- A minimum of one to two years (1–2) experience with editing and writing documents for proposals and/or reports will be advantageous.
- Must be proactive and able to work effectively, independently and as a member of team.
- Experience developing success stories, press releases, and grants highly desired.
- Must have strong computer skills, including MS Office and MS Access.
- Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required.
