ACF is planning to appoint an evaluator to carry out an evaluation of the following programme:
“Water Supply And Disaster Risk Reduction Program For Cyclone Affected Population of Bogalay Township, Myanmar”.

1. Background
Cyclone Nargis, a fierce cyclonic storm packing winds over 150 miles per hour and whipping up tidal waves made landfall in the Ayeyarwady delta region, approximately 250 km southwest of Yangon on 2nd of May 2008. Perhaps it is the deadliest cyclonic storm to hit Myanmar that wrecked havoc and destruction in the Ayeyarwady delta killing more than 130.000 people and severely affecting and over a million people in three Townships of Ayerarwady division; Laputta, Bogalay and Maulamyainekyun.
ACF-F started its relief program in the immediate aftermath of the disaster (May 07th) in the two townships of Bogalay and Pyapon. Its emergency program focuses on covering the main basic needs by providing to around 21,180 households (70.200 people) with an assistance package (food and non food items, water, shelter). The total cost of the emergency operation is estimated at 2,800 k€ (excluding in-kind contributions) including financings received from 6 donors.

3. Aim of the Evaluation
ACF-IN promotes and uses Evaluation as a tool to enhance operational performance as well as a way to increase ACF-IN accountability towards beneficiaries, partners and donors.
The evaluation conducted must always comply with donor requirements and / or ACF evaluation policies.
3.1. Objective of the evaluation
The external evaluation is undertaken as an independent examination of ACF strategy and food aid operation for the vulnerable population. The evaluation will assess the impact of ACF food aid operations in the vulnerable villages of the delta in order to provide more appropriate technical recommendations for similar future interventions. More specifically the objectives of the study are:

- A briefing session for ACF at coordination level
- A briefing session for ACF Pool Desk at HQ level with a PowerPoint presentation including the reflection of the mission over the findings of the evaluation
3.3. Evaluator Profile
- MA or MSC in Water and Sanitation, Livelihoods, Development studies
- At least 10 years experience in emergency aid or WASH program management, coordination, design, implementation, monitoring and evaluation
- Significant experience in evaluating Water and Sanitation programmes
- Excellent communication skills in English
- Familiar with Participatory Rural Appraisal
- Ability to speak Burmese
4.Conditions
Payment will be done on the basis of the time table (see complete terms of reference attached), daily fees shall be negotiated. 40% of the fees will be paid after reception of the draft report, 60% will be paid after validation of the final report by ACF-UK.
Travel, accommodation (hotel for HQ briefing, and Guest house for in-country nights), food, will be provided at ACF guesthouses at field level.
Evaluation costs (in country transport, evaluation team, translator….) will be covered.
Insurance costs will not be covered, and the evaluator shall manage its own insurance, and provide the details of this cover to ACF-UK before departure.
