ACF is planning to appoint an evaluator to carry out an evaluation of the following programme:
“Food assistance to the cyclone affected population in the Township of Bogale, Ayeyarwady Division, Union of Myanmar ”
The evaluation should to take place in January 2010.

1. General objective
To reinforce the ability of the most vulnerable people affected by the cyclone to cover their basic needs.
2. Aim of the Evaluation
ACF-IN promotes and uses Evaluation as a tool to enhance operational performance as well as a way to increase ACF-IN accountability towards beneficiaries, partners and donors.
The evaluation conducted must always comply with donor requirements and / or ACF evaluation policies.
Objective of the evaluation
The external evaluation is undertaken as an independent examination of ACF strategy and food aid operation for the vulnerable population. The evaluation will assess the impact of ACF food aid operations in the vulnerable villages of the delta in order to provide more appropriate technical recommendations for similar future interventions. More specifically the objectives of the study are:
- To assess impact of the food aid operation through the evaluation of its execution and achievement of the various objectives, results and indicators outlined in the project frameworks, which are detailed in the project proposal. A particular emphasis should be placed on evaluating the carried forward impact on beneficiary households after the end of the program.
- To assess whether the operation is a relevant and pertinent response to the needs as identified by ACF; To make recommendations as to if / how ACF needs to re-position itself if there is a gap between the current and projected needs and the existing programmatic response. Or to provide appropriate justification for exit.
- To assess partnership performance and practice of ACF as well as its partners in food aid provision; To make relevant recommendations on the lessons learnt though out the local partnership for longer term programs in Myanmar.
- To recommend appropriate adaptations of technical strategy and implementation practices in the future of the transitory vulnerability situations mainly in natural disaster situations.

- A briefing session for ACF Pool Desk at HQ level with a PowerPoint presentation including the reflection of the mission over the findings of the evaluation
3. Evaluator Profile
Education
Mandatory: BA or BSC in Food Security, Livelihoods, Rural Economics, Economics, Development Studies, Applied Social Sciences or any primary economic sector
Desirable: MA or MSC in Food Security, Livelihoods, Rural Economics, Economics, Development Studies , Applied Social Sciences or any primary economic sector
Assets: PHD
Experience
Mandatory: At least 10 years experience in emergency aid or food security program management , coordination, design, implementation, monitoring and evaluation in emergencies
Desirable: Experience in evaluating externally similar kinds of projects, Food security or food aid program evaluation experience after natural disasters
Assets: Publication on Food aid and food security, Knowledge and experience in Myanmar (the delta), Working Knowledge of ACF
The Person
Mandatory: Excellent communication skills in English, Ability to act autonomously
Desirable: Ability to speak Burmese
Assets: Ability to speak Burmese
4. Conditions
- Payment will be done on the basis of the time table (see complete terms of reference attached), daily fees shall be negotiated. 40% of the fees will be paid after reception of the draft report, 60% will be paid after validation of the final report by ACF-UK.
- Travel, accommodation (hotel for HQ briefing, and Guest house for in-country nights), food, will be provided at ACF guesthouses at field level.
- Evaluation costs (in country transport, evaluation team, translator….) will be covered.
- Insurance costs will not be covered, and the evaluator shall manage its own insurance, and provide the details of this cover to ACF-UK before departure.
