Job Summary:

CARE Canada, a leading aid and development organisation serving individuals and families in the poorest communities in the world, through strengthening capacity for self-help, providing economic opportunity, delivering relief in emergencies, influencing policy decisions at all levels and addressing discrimination in all its, is currently looking for a Program Manager for Africa.

Reporting to the Director, Bilateral Projects and based in the Ottawa office, the Program Manager, Africa will provide leadership and operational management to the CARE Canada programs in Africa. In order to manage CARE Canada’s diversified portfolio in the region and to develop new program opportunities in a variety of sectors, the ideal candidate should have solid experience in managing international development projects, as well as proven skills in contract management and in RFP development. Knowledge of the following technical sectors will be a great asset: VSLA and Economic development. (S)he should be a dynamic, creative and resourceful individual with very strong written skills in English and verbal French.

Responsibilities:

As a member of the international programs' team, the incumbent will have the following responsibilities.

1/Management of projects and programs

Oversee and guide implementation and management of CARE Canada projects, including;

- financial and contract management;
- recruitment for key field-based positions;
- recruitment and follow-up of consultancies;
- monitoring of results/quality control (RBM); ^
- financial and narrative reporting;
- evaluations and field visits;

Liaise/advocate and maintain relations with the donors of CARE Canada on the management of contracts;

Provide technical and strategic assistance to the projects;

Work closely with counterparts/colleagues in projects, field offices and acros the international programs' team (such as contract management, emergencies, strategic programs), and other CARE teams as required (human resources, communications, marketing, international operations, advocacy).
Effort Level: 40-50%

2. Development of projects and programs

- Together with the field teams, identify new initiatives and possible project prospects;
- Prepare and design new unsolicited initiatives with the assistance of field offices
- Develop and oversee the preparation, design and submission of unsolicited proposals
- Steward the request for proposal (RFP) process; including facilitating the sharing of information, partnership building, and resource sharing and identification
- Present and negotiate successful proposals with identified donors.
Effort level: 30-50%

3. Public relations, lobbying and politics

- Liaise and maintain relations with CARE Canada’s country teams and with CARE International members for all the countries under your responsibility
- Develop and build strategic links, networks and partnerships necessary for the development and the protection of CARE interests in all the countries under your responsibility;
- Participate in the relevant analysis related to the regional issues and/or to CARE Canada and provide guidance and lobbying when necessary
Effort level: 15%

Required qualifications and experience:

- A minimum of 5 years of experience managing projects is required with at least 3 years in the field;
- A knowledge of development issues is crucial; an African focus preferred
- Knowledge of Canadian development programs and policies is highly desirable as well as a familiarity with CIDA’s project management tools;
- Knowledge and experience in one or more programming or cross-cutting sectors, including VSLA, Economic development
- RFP & unsolicited program development experience; including log frame design
- Bachelor or Master’s degree in relevant area and/or equivalent work experience

- Ability to establish priorities in a time-sensitive environment, and meet deadlines with strong attention to detail and quality
- Budget compliance and oversight
- Monitoring, reporting and evaluation

- Work well in team context /participatory development

Working conditions:

- This position is based in Ottawa.
- Travel including to overseas is up to 30%.
