Since 1986, the Royal Caribbean Cruise Lines has assisted in the development of Haiti’s tourism industry. Of particular significance is the northeastern port resort in Labadee. However, the tourist attractions and traffic in Labadee are limited to this area. Along with increased and diversified product offerings, the economic benefits could be expanded beyond the tourism enterprises within this enclave.
Counterpart International, a non-profit international development organization dedicated to helping people in need in the areas of civil society, private enterprise, environmental resource management, humanitarian relief, and healthcare is seeking a Consultant to conduct a short-term study to determine the tourism potential and market readiness of Northeastern Haiti (the Nord and Nord-est Departments) and linkages with the Monte Christi Area-Puerto Plata Corridor in the Dominican Republic.
Building upon the existing tourism resort of Labadee, the UNESCO World Heritage Site of National History Park – Citadel, Sans Souci, Ramiers, and the Citadelle Henri Christophe, this tourism feasibility assessment attempts to unearth potential tourism products in northeastern Haiti, specifically in the Nord and Nord-est Departments, including the urban centers of Cap-Haïtien, Milot, and Fort Liberté.
The study attempts to link these new products with the existing attractions in the Monte Cristi-Puerto Plata tourism corridor of the Dominican Republic. Of particular interest are the creation of new low impact nature based tourism activities that could be managed by local residents as well as increased dialogue between communities along both borders.
Responsibilities:
The primary responsibilities and functions of this position will be to conduct a feasibility study to determine the tourism potential and market readiness of Northeastern Haiti (the Nord and Nord-est Departments) and linkages with the Monte Christi Area-Puerto Plata Corridor in the Dominican Republic. The assessment will consist of research areas, including:
1. Strengths, weaknesses, opportunities, and threats in current Haitian tourism market and challenges to expanded tourism development
2. Stakeholder mapping, including:
a. Donor and recipient organizations and major private sector players in tourism development
b. International NGOs, community based organizations, and strong private sector representatives, vocational training centers and/or universities in Northeastern Haiti
c. Tour operators in the Dominican Republic selling tours to Haiti
d. Organizations/institutions currently working on Haiti-Dominican Republic cross border initiatives
3. Tourism arrivals and current tourism flows, identifying entry and exit points
4. Haiti tourism value chain and existing gaps (focusing mainly on Northeastern Haiti)
5. Existing tourism industry and products in Northeastern Haiti
6. New products, services and niche markets relevant to Northeastern Haiti
7. Existing infrastructure in Northeastern Haiti (i.e. roads, ports, airports, hospitals, hotels, restaurants, etc.)
8. Training needs for public and private sector, community, and non-governmental stakeholders
9. Based on findings, provide recommendations in regard to:
a. Potential itineraries based on existing and new product offerings from the Northwestern Dominican Republic to Northeastern Haiti
b. Proposed public and private sector partners in Northeastern Haiti, nationally and internationally
c. Action items identifying critical short term, medium, and long term goals
Deliverables:
1. Tourism feasibility study of Northeastern Haiti, meeting the criteria provided by CPI. First Draft due (TBD), with one week for feedback and recommendation from CPI staff, to be integrated into a final draft on date (TBD). The assessment should include:
- Background documents and resources gathered throughout the assessment
- A list of key government, private sector, non-governmental organizations, with specific names and contacts
2. PowerPoint presentation summarizing and highlighting major findings of the assessment, due (TBD).
3. Presentation of results to audience identified by Counterpart International, due (TBD).
Required Qualifications:
- Must be fluent in both written and spoken English and French
- Previous experience in region and substantial knowledge of tourism activities and trends in the region.
