Founded in 1965, Counterpart International is a diverse, non-profit, international development organization dedicated to helping people in need in the areas of civil society, food security, private enterprise, environmental resource management, humanitarian relief, and healthcare. Counterpart does this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent.

Location: Senegal

Counterpart International is seeking a Chief of Party for an anticipated civil society program in Senegal. Under the direction of the Country Representative, the Chief of Party will provide overall project and staff management, financial oversight, donor relations and effective partnership development with local and international organizations. The Chief of Party should have a fluency and experience in the anticipated project areas of: organizational capacity building; training program design and delivery; grant-making; conflict mitigation and reconciliation; enhancing citizen participation; and advocacy, among others. Counterpart has a robust portfolio of health, education, economic and agriculture development programs in the country. The Chief of Party will be expected to leverage and ensure that strong integration and meaningful synergies are developed with other existing Counterpart programs in Senegal.

DUTIES AND RESPONSIBILITIES:

Through close collaboration with the Counterpart Senegal Management team, the COP will:
- Provide vision, leadership, management and oversight of USAID-funded national civil society development program.
- Recruit, hire and train all program staff. Establish clear job descriptions, reporting lines and sense of team.
- Design procurement process and competitively select local program partners, consultants and service providers.
- Conduct all donor and partner communications and negotiations.
- Oversee organizational training, grant-making, technical assistance and communication project components.
- Guide and ensure the highest quality for project monitoring, evaluation, reporting and communications.
- Communicate and integrate the new program with existing Counterpart programs in Senegal.
- Develop strong organizational relationships and partnerships with local and national government authorities.

QUALIFICATIONS:

- Minimum of 10 years experience working on international civil society development programs with an emphasis on organizational capacity building, advocacy and conflict mitigation.
- A Masters Degree in International Development, Political Science, Public Policy or a similar field.
- Previous USAID Chief or Deputy Chief of Party experience, preferably in West Africa.
- Previous work experience in Senegal and a deep understanding of the challenges and opportunities in the country.
- Technical areas of expertise including community mobilization, training program design, grant-making, advocacy, conflict mitigation, citizen participation, anti-corruption and media.
- Excellent public speaking and English writing skills. Advanced computer skills, especially advanced use of MS Office.
- Fluency in English and competency in French language required.
