The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 conflict zones in the world. We address both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies.

Location: Burundi
IRC Burundi seeks an experienced professional for the position of Deputy Director for Programs for the combined Burundi/Rwanda country program. S/he will be a member of the senior management team and will work alongside colleagues to ensure program quality, growth and strong representation. S/he must be able to motivate and lead a diverse staff as well as effectively manage programs, partnerships and budgets. The Deputy Director for Programs will travel at least 25% of the time to field sites in Bujumbura Rural, Makamba and Muyinga provinces, and will dedicate up to 20% of his/her time to developing and supporting new initiatives in Rwanda, including traveling to Rwanda at least every other month. S/he will provide support, guidance and oversight to programs in governance, gender based violence, child protection/youth livelihoods, primary health care and environmental health. S/he will directly supervise the sector coordinators/managers, the grants coordinator and two volunteers.
Responsibilities:
- Lead program strategic planning efforts and ensure the application of IRC's program framework to program development and implementation.
- Work with Grants Coordinator and sector coordinators/managers to develop new projects and funding proposals and ensure accurate, timely reporting.
- Support technical interventions and research initiatives, ensuring integration of findings into existing and future programs.
- Serve as an active member of the country program's Senior Management Team and deputize for the Country Director when s/he is out of the country or on leave.
Requirements:
- Degree / Master's in international public policy discipline or related subject
- At least five years' experience in managing relief and development programs
- At least three years' experience in program and staff management
- Previous successful experience developing projects and writing proposals for public donors
- Excellent English written and verbal communications skills and proficient French language skills
- Technical skills in governance or GBV would be an advantage
