1. Background
WFP-VAM is working to strengthen Food Security and Markets Monitoring Systems (FSMS) in priority countries. Work includes support to WFP Country Office to harmonize information collection and reporting. Currently there are various FSMS products with differing content, formats and reporting periods. Hence efforts will include harmonization of contents, reports, reporting frequency and capacity development.
Therefore, WFP- VAM would like to hire a consultant to support the consolidation and harmonization of reporting of food security monitoring information, and to strengthen country offices technical reporting skills.
2. Job Description
The incumbent will report to the Programme Advisor (Food Security Monitoring), and work in close consultation with the Programme Advisor (Market Analysis) and FSMS Communication consultant at WFP headquarters (Food Security Analysis Service) to:
a) Develop a strategy for collation of FSMS information, its reporting, and dissemination. This will include the defining of reports content and frequency of reporting based on information needs.
b) Support Country Offices in the synthesis and preparation of periodic bulletins
c) Suggest options to streamline current reporting practices to reduce staff workload
d) Work alongside priority Countries to strengthen quality of FSMS analysis and reporting
e) 25-40 per cent travel
f) Synthesize and prepare global summaries and updates and briefings.
g) Other related tasks assigned
3. Deliverables
- Quarterly FSMS bulletins and briefs produced
- 5-10 priority country offices produce regular FSM reports using agreed guidelines
- Timely completion of CO/Global reports and reporting frequency defined
- Reporting quality and frequency of reporting enhanced
4. Necessary Qualifications and Competencies
ESSENTIAL
Education:
- Masters Degree or higher with least 2-5 years experience of post graduate in agriculture, social sciences/rural development, sociology, economics, geography, nutrition, international affairs and similar relevant field relevant to international development assistance.
Experience:
- Proven technical report writing skills.
- Proven ability to synthesis technical reports
- Professional experience with increasing responsibilities and focus in any of the following fields; food security, markets, nutrition, trade analyses.
- Analytical skills and a proven track record of at least two years working with UN agencies, NGO’S, Governments or International organizations or academic institutions conducting analysis and reporting
- Excellent communication skills and ability to transfer knowledge to others
Language:
- Proficiency (spoken and written) in English is essential; spoken and written French and/or Spanish is an added advantage.
DESIRABLE SKILLS
- Advanced computer skills, including skills in windows based word processing, powerpoint, publisher, spreadsheet, and database.
- Familiarity with surveys and vulnerability analysis an added advantage
- Have practical and organisational skills.
- Possess good interpersonal relationships
- Proven ability to collaborate with partners is an added advantage.
