I. INTRODUCTION
General objective:
To Support the self-sufficiency of IDPs population directly or indirectly affected by general political instability in Eastern Chad
Results:
Result 1: The livelihoods of vulnerable households in Dogdoré area are reinforced
Result 2: The humanitarian situation of displaced population, as well as the situation in origin villages, are known and communicated to other actors.
Result 3: The targeted population has a sustained access to sufficient and safe water
I. OBJECTIVE OF THE EVALUATION
The purpose of this evaluation is to assess the 1) Relevance, 2) Efficiency and 3) Impact of Action Contre la Faim (ACF) interventions in Dogdoré in order to establish whether ACF has achieved objectives and to produce recommendations for improving the effectiveness of future operations. The evaluator should also refer to the standard DAC
II. OBJECTIVE OF THE EVALUATION
The purpose of this evaluation is to assess the 1) Relevance, 2) Efficiency and 3) Impact of Action Contre la Faim (ACF) interventions in Dogdoré in order to establish whether ACF has achieved objectives and to produce recommendations for improving the effectiveness of future operations. The evaluator should also refer to the standard DAC criteria for programme evaluation as outlined in ACF-IN evaluation policy
III. PROFILE OF THE EVALUATOR
- Relevant knowledge and experience in WASH and Food Security
- Significant experience in complex emergencies with difficult security context leading to limitations in terms of field access and to partial / total remote control for the activities
- Relevant degree / equivalent experience related to the evaluation to be undertaken
- Significant experience in coordination, design, implementation, monitoring and evaluation of programmes
- Good communication skills and experience of workshop facilitation
- Ability to write clear (may be required to produce copies of previous works achieved)
- Fluent in French (spoken, written and read) and English
Conditions applied:
40% of fees will be paid after reception of the draft report, 60% will be paid after validation of the final report by ACF-UK
- Travel to mission and to base and field will be arranged by ACF
- Accommodation (hotel for briefing / in-country), food, will be at the charge of the evaluator
- Insurance costs will not be covered and the evaluator shall manage their own insurance and provide details of this cover to ACF-UK before departure
- Any materials to carry out the evaluation e.g. laptop, must be provided by the consultant
