General Functions:
Under the efforts of the East African Community (EAC) and its Partner States to establish a Common Market Protocol, IOM will be implementing a comprehensive project titled "ENHANCING THE CAPACITY OF THE EAST AFRICA COMMUNITY TO HARMONIZE MIGRATION MANAGEMENT AND ALLOW FREE AND SAFE MOVEMENT OF PERSONS" that aims to enhance the migration management capacity in the EAC and support the mainstreaming of migration issues into the operationalization and implementation of the Common Market Protocol.
Under the direct supervision of the IOM's Regional Representative in the Mission with Regional Functions (MRF) Nairobi; with technical support from the responsible units at MRF Nairobi and IOM Headquarters and in close collaboration with the EAC Secretariat in Arusha, Tanzania, the successful candidate will be responsible for the strategic, technical and administrative coordination and implementation of the project. In particular, he/she will:
1. Oversee technical, administrative and financial management of the project in line with project documents (proposal, budget, logical framework and Memorandum of Understanding (MOU) with donor.
2. Draft implementation work plans to be shared with the EAC, donor and oversight committee.
3. Coordinate with the EAC secretariat the recruitment of a Migration Desk Officer to be located at the EAC Secretariat.
4. Coordinate baseline assessments to collect and analyse data on migration flows using the available databases in the Partner States in collaboration with the Migration Desk Officer at the EAC Secretariat and focal points in the relevant Partner State agencies.
5. Work closely with the Migration Desk Officer and provide him/her with technical and logistical support and to ensure his/her work follows the work plan and achieves the set goals.
6. Assist the Migration Desk Officer in ensuring that migration issues are appropriately addressed in the implementation of the EAC Protocol and Annexes.
7. Liaise closely with the Chiefs of Immigrations to channel their concerns and expertise back into the implementation and operationalization process of the Common Market Protocol an its Annexes together with the Migration Desk Officer.
8. Coordinate the recruitment of experts and organization of thematic trainings, workshops and forums for discussions on specific migration issues such as irregular migration, border management, human trafficking, refugees and migrants' rights as to be decided by in consultation with the EAC and Chiefs of Immigration.
9. Coordinate and facilitate the formation of a Regional Advisory Committee based on the terms of reference to be agreed upon with the EAC Secretariat and Chiefs of Immigration.
10. Assist the Migration Desk Officer in the creation of a Migration Resource Centre including a physical and online library.
11. Write quarterly progress reports and present them to the donor and oversight committee in Arusha during the progress monitoring sessions of the larger Regional East Africa Integration Programme (REAP).
12. Perform such other duties as may be assigned.
Desirable Qualifications:
Education and Experience
a) University degree in Political Science, International Relations, Law or any other Social Science or an equivalent combination of relevant training and experience in the area of migration and border management; b) five years of relevant operational and field experience including migration policy, regional dialogue on migration, capacity building in migration and/or labour migration and irregular migration/human trafficking; c) professional experience in project development, implementation and evaluation, and/or programme implementation and management. d) proven solid experience in writing project documents, reports and donor liaison; e) proven and solid experience in managing and monitoring programmes budget; f) knowledge of migration policies and research required, specific knowledge of Africa an advantage; g) working experience in the East African States an advantage.

a) Excellent writing, communication and negotiation skills, and the ability to establish working relationships with governmental authorities, other national/international institutions and Non-governmental organizations (NGOs); b) excellent analytical and organizational skills; c) ability to write clear and concise reports; ability to prepare programmatic and activity financial reports, statements and/or projections; d) ability to provide professional leadership and guidance to organizational staff and external consultants in the area of expertise; ability to lead, guide, coordinate, and facilitate planning and execution processes; e) good knowledge of financial and administrative management; f) good skills in organizing resources and establishing priorities; g) personal commitment, drive for results, efficiency, flexibility; h) ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds; i) demonstrated gender awareness and gender sensitivity; j) good level of computer literacy, awareness and understanding of computerized integrated management systems, applications, and tools; k) willingness to travel domestically, regionally
and internationally.
Languages
Excellent oral and written communication skills in English. Working knowledge of French and/or Kiswahili an advantage.
