Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations (Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland)

INFORMATION ON THE CONTEXT

The consultant will be part of a technical capacity development team for a period of 3,5 months aiming at increasing the efficiency and the impact of Mine Action activities and operations in Chad as well as reinforcing HCND (National High Committee of Demining) planning and operational capacity.

Handicap International is requested to develop national guidelines, methods, planning, M&E process, tool kit compliant with the IMAS, and provide HCND staff training on the following key targeted areas of activities:

- Operational planning and Quality Management System (QMS).
- Land Release methodologies.
- IMSMA data collection, verification, consolidation and analysis.
- Mine Risk Education (tool kit development, methodology).
- Victim’s Assistance data collection and consolidation.

The MRE advisor will be in charge of supporting HCND regarding Mine Risk Education issues.

JOB DESCRIPTION:

Outputs

Capacity development and work on the MRE guidelines with the HCND staff aim at improving quality and impact of Mine Risk Education activities led by the HCND staff. Hereafter are the expected results:
- MRE safety messages are analysed, systematized and standardized.
- MRE tool kit (analysis and standardization of awareness materials) is elaborated and produced.
- MRE/CL (Community Liaison Process) guideline is elaborated in a participatory way.
- A two years action plan is elaborated in a participatory way.
- 25 HCND staff members (12 MRE people, 5 EOD team leaders, 8 national supervisors) are trained on MRE/CL methodologies (in class –N’Djamena- and on-the-job training).
- 25 HCND staff members are trained on monitoring and evaluation of MRE/CL activities and programs (in class –N’Djamena- and on-the-job training).
- Forms for data collection are created and HCDN staff are trained on their use.

Activities

The MRE Advisor will run the following activities:
- Set up office space and first contacts with HCND teams and partners.
- Standardisation of MRE/CL messages (discussions and one day workshop).
- Review and standardisation of MRE/CL materials (discussions and one day workshop).
- Production of MRE/CL materials (MRE tool kit design and production).
- Elaboration of MRE/CL guidelines.
- Elaboration of data collection forms.
- Preparation of Training of Trainer (ToT) on MRE/CL methodologies and tools.
- Implementation of ToT on MRE/CL methodologies and tools (5 days training in class in N’Djamena).
- Preparation of ToT on MRE/CL Monitoring & Evaluation methods and tools.
- Implementation of ToT on MRE/CL M&E methods and tools (3 days training in class in N’Djamena).
- 2 Field missions in the North, East or around N’Djamena (on-the-job training for 12 days for each mission).
- Follow-up of the dedicated MRE activities’ budget, and report to the Project Manager.
- Timely produce weekly situation reports to the Project Manager and participate to the UN final report if required.
- Submit an end of mission report to the Desk Officer at HQ.

CANDIDATE PROFILE:

- Knowledge and experience in MRE and MRE international standards
- Experience in MRE project management and/or reinforcement of local/national institutions
- Experience in training
- Diplomatic skills

REQUIRED LANGUAGE SKILLS:

- Fluent in English (translator English/French in the country). French is a plus, but is not mandatory.
