Responsibilities
- Perform budget analysis duties in accordance with Generally Accepted Accounting Principles and OFM regulations.
- Ensure accuracy and integrity of financial information in the development of complex technical fiscal analysis and financial reporting to multiple donors according to strict guidelines and deadlines.
- Use and modify complex computer budget models to make budget projections and to identify funding allotments in developing and administering grant applications and operating budgets.
- Interact with HAI’s international field staff and work closely with HAI’s Grants Manager.
- Maintain and analyze payroll data and files for changes in rates of pay and deductions for domestic and international employees; reconcile and adjust payroll reports.
- Coordinate banking functions related to payroll, including completing wire transfers.
Maintain records, enter changes and updates, compile and issue comprehensive reports for field employee benefits accruals, salaries, or other specialized accounting activities. Act as the primary contact for employees in the field regarding their benefits accruals.
- Perform a variety of complex operating or fiscal administrative support functions.
- Assist with UW payroll functions in OPUS. Act as a liaison between the department and the Payroll Office.
- Develop, modify, and maintain multiple record keeping and reporting systems for varied and complex sources of funding.
Develop procedures for implementation, execution, control and review/audit of fiscal operations.
- Design, develop, evaluate and interpret financial information systems and budget/financial/fiscal policies and procedures for management staff.
- Identify project expenditure/revenue patterns.
- Analyze donor rules and regulations to determine project fiscal impacts.
- Establish and maintain comprehensive fiscal record keeping systems.
- Recommend or implement changes to fiscal information systems which have organization-wide impact.
- Analyze, modify and recommend improvements in field and headquarters fiscal record keeping systems.
- Apply knowledge of accounts and program relationships, data flow, audit trails and internal controls to design and implement financial data systems.
- Work both independently and collaboratively with staff in Seattle and in international field locations.

Requirements:
A Bachelor's Degree with major study in accounting, business administration, or related field and two years of work experience as a Fiscal Specialist, or equivalent combination of education/experience.
Additional Requirements:
- Proficiency in MS Word, MS Excel, Peachtree or other comparable accounting software, and on-line technology.
- Excellent communication skills, both oral and written.
- Ability to be flexible and to work effectively and contribute to a rapidly growing and changing environment.
- Professional attitude and ability to work with confidential information.
Desired:
- Proficiency in a foreign language, preferably Portuguese, Spanish, French or Arabic.
- An interest in an international public health.
- Experience designing databases.
