(CLOSED) Regional Strategic Initiatives Advisor - Asia Pacific Region

As part of the redefined role of the Regional Office in quality assurance and accountability across the region, this position will initially manage and oversee the processes associated with the FedNet Framework for International Programming (including Capability Assessment, capacity building planning, and formation of relationship agreements).

This is a senior leadership position, requiring strong facilitation, negotiation and influencing skills. The Advisor has high level of engagement with leaders in National Offices in the region and also with partnering Support Officers, leading process and negotiating decision making with significant impact for all WV entities.

The Capability Assessment assesses each NO and SO’s demonstrated capacity to meet agreed program management standards, to implement best development practice, and to achieve sustainable outcomes for children and communities. Levels of operational performance in international programming are assessed through a simple, transparent, evidence-based and independently validated system, leading to re-aligned bilateral programming relationships between NOs and SOs.

The Advisor will initiate the Capability Assessment within relevant offices, and ensure appropriate processes are followed, convene and chair the face to face meetings (panel meetings) where the self and partner assessments of a cluster of offices are evaluated to reach final ratings and where the broad elements of a capacity building plan are identified. The Advisor will also work closely with each NO as Capacity Building Plans and Relationship Agreements are developed and negotiated, offering facilitation, coaching, strategic insight, conflict resolution (in alignment with the Partnership Conflict Escalation procecedures) where required, and promoting mutual accountability, transparency, NO empowerment.

This position will also incorporate Regional responsibilities associated with other aspects of FedNet, such as analysis of technical capacity required to deliver strategic priorities, overview of capacity in the region, trend analysis for investment proposals or possibly other strategic aspects of regional accountability activity.

The processes of the FFIP are to occur on a 3-year cycle, with clusters of 6-8 NOs undergoing assessments at the same time, each cluster considered by one panel. The assessment process will take approximately 12-14 weeks, followed by capacity building planning and relationship agreements during a subsequent 4 week period. The Advisor will oversee the scheduling of these processes across the whole region. This position may also be delegated to lead the review of Support Offices, on a global basis, on behalf of the other regions (rotated responsibility). Therefore the position may easily accommodate other strategic functions within the Regional Office, during times where no Framework processes are underway. However, for the first year, a full time position will be required during initial implementation/roll out, participating closely with the FedNet implementation team. During this time, the Advisor will participate actively in the action learning activities of implementation, as well as support other regions in their preparations for roll-out.

LEADERSHIP

- Advise and support the Regional Vice President and the regional team in their leadership and engagement on regional Strategic Initiatives
- Practice servant leadership and be a role model for the staff team, peers and others.

STRATEGY

- This position will engage with the GC to enable and focus Strategic Initiatives that are being implemented by the Partnership. Over time the focus of the role may change depending upon the particular set of initiatives being implemented at any one time.
- As Regional and National Strategies becoming stronger and are implemented, this role places emphasis on how those strategies align with the NO, SO, RO, and GC Federated Network roles and responsibilities
- The position requires seniority and experience to influence through strategic process the alignment of technical resources with provision of funding. Thus close engagement with GOSM & ROSM is essential.
- Contribute to Region wide communication and change management processes to support implementation of the Regional Office Redesign, in particular understanding the new roles and responsibilities.

TECHNICAL SUPPORT

- Work closely with Regional Technical team members to process matching of the GTRN requests for Subject Matter Experts with available SMEs.
- Working with SMEs and Regional Technical staff, identify gaps in technical expertise to present to the regional leadership to develop Capacity Building, Employment, or Partnering (among others) solutions.

OPERATIONAL SUPPORT

- For FY10 the position will focus on the FedNet Implementation in the APRO region.
- FedNet Capability Assessments
- Development of a schedule for undertaking capability assessments for NOs located in the region and SOs active in the region.
- Identification and recommendation (together with the assessed office ) of WV partners to undertake partner assessments, using established sampling methods, which then requires considerable negotiation with NOs and SOs throughout the Partnership.
- Identification of a suitably qualified and independent Panel to review the data/evidence provided and recommend ratings and convening panel meetings to determine an overall Capacity Rating
- Oversee coordination and logistics of capability assessment (and other) processes with support of administrative staff including: checking assessments submitted for completeness, compiling of consolidated assessment reports, distribution of materials and logistical arrangements for face to face meetings.
- Relationship Agreements between NOs and SOs
- Support NOs to develop Relationship Agreements with their funding SOs
- Monitor (or coordinate/ensure the monitoring) the success of NO-SO relationships as agreed in the relationship agreements, including suitability and effectiveness of support provided into the NO to deliver consistent quality to the field. On behalf of the RVP, broker any disputes, compliance issues.

CAPACITY BUILDING

- Support NOs to develop Capacity Building Plans in cooperation with Regional HR.
- Monitor the progress of implementing the capacity building plan, through the line management responsibility of the ND to the RO (is this the RVP instead).Work with APRO HR to monitor GTRN requests and provision of technical SMEs
- Engage Partnership P&C Leadership Capacity Building

KNOWLEDGE MANAGEMENT

- Lead the process of continuous learning related to FedNet systems and processes as they relate to with other lines of ministries and sectors and themes
- Encourage mutual learning between National Offices within the Asia Pacific Area and between other regions.
- Capture recommended changes in systems and tools from NOs and SOs to further improve the FedNet tools.

QUALITY ASSURANCE

- Collaborate with NOs and Regional Program Quality Advisors to identify Subject Matter Expert needs
- Support the Area Directors in addressing alignment with strategies, ministry quality issues and Subject Matter Expert needs

INTERNAL & EXTERNAL LIAISON AND COORDINATION

- Liaison with RVP to reach and communicate final assessment ratings to participating offices
- Mediate and resolve any disputes, holding final authority through the RVP over the ratings
- Collaborate with line Area Director in mediating and resolving disputes holding the RVP accountable over the final Ratings.
- Facilitate NOs (and SOs) to undertake their responsibilities in developing capacity building plans, and negotiating relationship agreements, bringing the RO perspective to both the suitability of plans, and of the NO-SO programming relationships
- Work with other WV Regions to share learning and processes to enable implementation in FY11

GENERAL

- Work closely with the members of the Policy and Programmes team promoting mutual learning, support and accountability
- Participate in / lead and support activities that enrich and develop mutual growth
- Perform any other tasks assigned by the Sr. Director for Integrated Ministry and Technical Teams

REQUIRED:

- Advance degree in Public Policy, Social Science or any relevant field
- Excellent oral and written (English) communications skills
- Strong interpersonal, collaborative, negotiating, networking and organizational skills
- High level of awareness of global and regional socio-economic, political and environmental issues
- Work experience in Asia Pacific countries
- Experience in working with World Vision
- Experience in Conflict Negotiation and Management
- Travel of is expected
