1. Background information
The Sudan Productive Capacity Recovery Programme (SPCRP) financed by the European Commission, is conceived as a four-year programme and aims at strengthening the capacities of state government administrations and non-state actors operating in the agriculture sector. The main activities are: (a) strengthening key state and locality/county-level public institutions involved in agricultural and rural development in the context of the emergence of the new administration under the Government of National Unity and the Government of Southern Sudan; and (b) developing key rural productive services such as agricultural technology transfer, animal health, marketing systems and rural business support.
The SPCRP is a National programme composed of two separate sub-programmes, one for Northern Sudan and another for Southern Sudan.
SPCRP comprises of two major components:
1. A Capacity Building Component designed to build human, organizational and physical capacity of public and private institutions.
2. Support to Rural Livelihoods through financing and implementing investment projects in the selected States and counties / localities. This will include two sub-components:
(a) Eight model investment projects, 4 in Northern Sudan and 4 in Southern Sudan;
(b) A Micro-project programme.
The two programme components are tightly interwoven, with close support provided by the Capacity Building component to support the Rural Livelihoods component through the provision of key rural advisory services, like the setting up of Farmer Field Schools and the establishment and training of Community Animal Health Workers, etc. The capacity building of State and rural institutions is partly built around this aspect, in the form of on-the-job training while providing these services to the Support to Rural Livelihoods component. Therefore, the implementation of the Support to Rural Livelihoods component requires the inputs of the Capacity Building component.
SPCRP activities in the South are implemented in five States, namely Western Equatoria, Lakes, Western Bahr el Ghazal, Northern Bahr el Ghazal and Warrap. The programme is implemented through Technical Support Units (TSUs) based in the five respective states. The TSUs are responsible for building the capacity of the States and 14 County Agricultural Departments and Non State Actors (NSAs) with support from the Programme Coordination Unit (PCU) based in Juba
2. The M&E System
A strong and reliable Monitoring and Evaluation (M&E) system is essential to the success of the programme due to (i) the need to draw useful lessons and guide the second phase, and (ii) the evolving social, economic and political situation necessitating the need of possible adjusting, rescheduling and re-budgeting of programme activities, and c) the need to assessing performance and impact of the programme.
To-date the following M&E-related activities have been carried out and initiated:
- collected secondary data for the baseline survey which is yet to be conducted;
- revised the log-frame and programme indicators to enable better reporting;
- produced inception report;
- produced reporting format;
- produced annual planning format;
- produced M & E training modules for the states;
- carried out annual work plan State by State;
- assisted in preparing Six-Monthly and Annual reports;
- prepared TOR for conducting the baseline survey; and
- developed the questionnaires and focus group discussion topics.
In spite of the above activities done to-date, there is a lot to do with regard to M&E. The first activity to be carried out is the actual base-line survey which should be done in the five states and 14 counties. The second main activity needed is to train MoAARI staff on PM&E and install user friendly M&E system. The third and last activity is to coach MoAARI and TSU staff to translate strategy plans into six-month and annual operational plans. These activities necessitate the assistance of a skilled and experienced international M&E Specialist.
3. Major duties and responsibilities
Under the direct supervision and guidance of the Chief Technical Advisor (SPCRP-South), the incumbent will have the following specific duties and responsibilities:
3.1 Support the capacity building of State MOARRIs in the area of monitoring and evaluation
a) strengthen MOARRI staff in each state (and Juba, if necessary) on monitoring and evaluation of rural development programmes;
b) provide technical support to state MOARRIs to develop and use their monitoring and evaluation systems;
c) provide guidance and supervise the design and installation of M&E system in the five MOAARIs;
d) support the newly created Planning Units in each MoAARI;
e) establish baseline information for the MPP for its monitoring and evaluation;
f) develop indicators for the MPP and integrate with the logframe during the MPP’s inception period; and
g) prepare a monitoring and evaluation plan for the MPP.
3.2 Baseline survey and analytical report
a) integrate the baseline with the monitoring and evaluation systems;
b) prepare comprehensive analytical report on the baseline survey; and
c) advise PCU and TSU on how to make adjustments on activities that need rectification based on the results of the baseline survey.
3.3 Support to TSU in conducting planning, monitoring and evaluation activities of the SPCRP programme
a) coordinate and lead the mid year review of work plan of TSUs identify the lessons learned from the annual planning process, and support the revision of work plans, if necessary;
b) support the TSU to prepare community based M&E system for community based programmes such as the FFS and the Rural Advisory Services activities;
c) design a monitoring and evaluation mechanisms of training programmes organized and supported by the programme;
d) train TSU staff on planning, monitoring and evaluation;
e) Assist in designing and use of computer based planning, monitoring and evaluation system;
f) support the TSUs in preparing result oriented reports to donors and other partners;
g) mentor and coach the national survey, monitoring and evaluation specialist to transfer knowledge and skill in the area of planning, monitoring and evaluation;
h) assist in coordinating and facilitating the strategic planning exercise to be carried out in each State including training on how to translate strategy plans into annual; operational plans; e.g., doing the 2010 annual plan; and
i) provide guidance and technical assistance in assessing the impact of SPCRP-CB including the newly created MPP.
4. Deliverables:
- user friendly M&E system designed for and applied in the States - preferably computerized;
- comprehensive analytical report of the baseline survey;
- revised M&E plan following the results of the baseline survey and the MPP;
- comprehensive M&E plan for the MPP;
- baseline information fro the MPP; and
- separate logframe (with indicators) for the MPP.
5. Duty Station:
The incumbent will be stationed in South Sudan with work travels to the five States including Lakes, Western Equatoria, Western Bahr Ghazal, Northern Bahr Ghazal and Warrap.
6. Duration: 11 months starting as soon as possible.
7. Qualifications:
- University degree, preferably MSc, in agricultural economics, Statistics or related social science fields;
- at least 7 years of relevant experience in planning, M&E, Surveys and Statistical Analysis and reporting;
- familiarity and experience in Sudan, preferably South Sudan;
- depth of knowledge in M&E and Planning; and
- good oral and written communication in English.
