The National Democratic Institute for International Affairs (NDI) seeks a Resident Program Manager to assist with the implementation of a USAID-funded technical assistance program to strengthen the Angolan National Assembly and develop linkages between members of parliament and representatives of civil society organizations at the national and local levels. The Resident Program Manager will manage, deliver, and supervise NDI’s program in areas such as caucus and committee development, legislative oversight of the executive branch, and constituency outreach by members of the Assembly. The position will be based in Luanda and will require some travel throughout Angola. The Program Manager will report to the Resident Director for Angola. The duration of this post is based on funding and anticipated to be 6 months, with the possibility of extension. The position is available immediately.
- Assist NDI in conducting a comprehensive baseline assessment of the Assembly’s internal operations and capacity;
- Provide regular consultation and technical assistance to members of parliament (MPs), committee chairs, political caucus leaders, the Speaker, and parliamentary staff;
- Organize and conduct training seminars for committee chairs, caucus leaders, and members and staff of the Assembly;
- Provide regular consultation and technical assistance to civil society organizations implementing NDI-sponsored governance programs:
- Organize and conduct training seminars for members of civil society organizations to better enable them to develop effective relationships with members of parliament at the national and local levels;
- Draft and/or edit agendas, terms of reference, training and briefing materials, and reports for trainings and conferences;
- Manage other logistical and administrative matters as needed.
- Follow up and maintain relationships with key partners in Angola and represent NDI at local conferences and meetings with international donors, in coordination with the Resident Director;
- Help develop program concepts and approaches and guide strategic discussions on implementation;
- Assist to ensure that programmatic goals are achieved and operational and reporting requirements are adhered to; oversee programmatic progress; develop M&E tools and draft monthly reports to describe program activities and measure and report on their impact and compile overall results;
- Ensure the legislative development program corresponds to NDI Angola’s strategy, budget, work plans, and partner needs;
- Oversee the legislative development budget and manage the reconciliation of program expenses in consultation with the Resident Director;
- Supervise, guide, and mentor staff in Luanda and brief and assist international experts/consultants, in consultation with the Resident Director; and
- Manage other logistical and administrative matters as needed.
Experience required
- Bachelors degree, preferably in International Relations, political science or a related subject, graduate degree preferred;
- Minimum of eight (8) years experience working with governmental bodies including legislatures and/or managing democracy and governance programs; direct legislative experience in a parliamentary, multi-party system is highly desirable;
- Working experience or familiarity with constituency outreach, committee and caucus operations, and rules of procedure;
- Prior experience organizing and facilitating small group consultations and communicating skills and experience to others as a trainer, advisor, or consultant;
- Excellent interpersonal and networking skills, as well as the ability to build and maintain effective working relationships with senior political leaders and members of the donor and diplomatic communities;
- Excellent financial management and reporting skills;
- Excellent staff management skills and ability and desire to encourage development of a diverse staff preferred;
- Strong written and oral communications skills in English; Portuguese language skills strongly preferred;
- Experience working with USAID and/or other international donors highly desirable;
- Working knowledge of PC-based word processing and spreadsheet applications;
- Experience living and working in a developing country and in challenging political environments; familiarity with or experience in Southern Africa is desirable.
