Job Purpose
As a member of senior management team, to support the Country Director and other members of the senior management team on the best use of resources so that the emergency programme can be managed and developed in accordance with Save the Children policies and procedures and best practices of good internal control.
The Emergency Logistics Coordinator has responsibility for the co-ordination and support of logistics activities within the country of operation. The post holder will provide technical support to the logistics staff and structures within the programme. S/he will assist the Human Resources and Operations Support Manager in developing the capacity of structures and staff, both to effectively manage the normal logistics requirements of the programme and to gear up as necessary to respond effectively in emergencies.
To ensure that Save the Children's commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Charter, Save the Children Minimum Standards and the NGO Code of Conduct.
Key Accountabilities
- Although the position is an advisory and supportive one, by reporting to the CD, it carries the authority and thus the responsibility to ensure compliance with Save the Children's minimum standards and procedures related to logistics. This includes developing the country procedures and policies for the management of the supply chain, vehicle fleets, communication systems, and emergency preparedness.
- To work closely with the Human Resources and Operations support Manager in ensuring the following systems are put ion place and are working effectively
- Centralise the programme supply chain by setting up of effective order management systems at “capital” level for national and international orders while taking into consideration that in the case of Somalia the “capital” is split between Hargeisa and Nairobi.
- Local, national and international procurement practices are compliant with Save the Children UK and donor regulations.
- International and national transportation of freight by land, sea and air is in line with programme budgets and needs; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects.
- Management of vehicle fleets is in line with Save the Children UK standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to.
- Centralised and transit warehouses at “capital” level are maintained in line with programme requirements. Monitor storage and issue of transit and centralised stocks, ensuring the re-allocation of emergency stocks to project budgets after issue to the field.
- That stock management and administration systems are implemented throughout the programme. Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands.
- In consultation with the Security Coordinator, ensure the programme's communication systems in all programme locations work effectively andd ensure standardisation of all communication equipment throughout the country.
- Ensure a centralised programme asset register is maintained; ensuring that all programme assets are logged, issued with unique Save the Children UK asset numbers and ID cards, and are tracked throughout the Programme country.
- Work in close collaboration with the Programme Director, the Manager of Alliance cooperation in Emergencies, and regional managers to:

- Ensure the progamme as a whole has the capacity to gear up logistics capacity to respond effectively to emergencies.
- Participate in the development of all new proposed interventions providing overviews of logistics requirements for the development of project proposals and subsequent projects.
- Develop the logistical aspects of the programme emergency preparedness plan.
- Provide direct support, training and mentoring to the Logistics Manager and to field based logistics staff and providing feedback their line managers as to their performance and capacity to undertake their role. .
- Liaise closely with the Logistics Unit in London, and in general to support head office initiatives around global logistics systems, as required.
- Liaise with governments, local administrations, the UN and other agencies as necessary.
- Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
PERSON SPECIFICATION
Essential
- At least 4 years International experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management.
- Experience in vehicle and fleet management.
- Experience in the set up and use of HF & VHF radio systems, satellite phones and development of communications procedures.
- Experience in Distributions of both NFIs and food items.
- Experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans.
- Proven experience working safely in insecure / hostile environments.
- Excellent interpersonal and team skills with a clear understanding and sensitivity to issue of gender and diversity..
- Excellent IT skills.
- Fluency in written and spoken English
Desirable
- Past experience working on Somalia and/or the Horn of Africa
- Commitment to and understanding of Save the Children's aims, values and principles.
- An understanding of security issues in conflict affected fragile states.
- Somali language skills
- Experience in working in nutrition programmes
- Water and sanitation in settings of displacement
