TERMS OF REFERENCE

Change Management and Critical Institutional Strengthening Interventions in Public Sector Development and Programme Support at the Ministry of Agriculture, Irrigation and Livestock (MAIL)

GENERAL SUMMARY:

The Human Resources Advisor is responsible for managing and overseeing the personnel department within the Ministry of Agriculture, Irrigation and Livestock (MAIL) office in Kabul. S/He assists the Chief of Party (COP) and Deputy Chief of Party (DCoP) in evaluating, planning and developing Human Resources policies and systems within the Ministry. S/He will be responsible for working with the Ministry Human Resources Unit and others to determine the Ministry’s needs by establishing and overseeing implementation of services, policies, benefits programs, operations, procedures and technical administration of them. Develop and supervise the Human Resources Unit and carry out Equal Employment Opportunity policies and program activities.

The Human Resources Advisor will report to the DCoP and will carry out responsibilities laid down below.

- Develop Human Resources (HR) department and oversee implementation of services, policies, benefits programs, operations, procedures and technical administration.
- Supervise in managing payroll issues, maintain employee records, complete and record insurance and other programs offered to employees and be able to assist employees in understanding and evaluating the participation in these programs.
- Oversee in retaining or training new employees or existing employees or answering questions that employee may have on policies or procedures.
- Assess the effectiveness of operations through review and analysis with respect to established program goals.
- Bridge between management and staff. Conflict resolution and improving overall workplace.
- Overseeing posting advertisements for new employees in newspapers or on the internet.
- Oversee and ensure all record keeping with regards to staff compensation, health and medical insurance and other state and (local) government regulations is completed as required.
- Oversee performance reviews, planning, appraisal and staff development.
- Overseeing the HR department staff and handling issues involving employee complaints or questions that cannot be answered by other staff.
- Working with employers and employees in training and in-service presentations as required.
- Provide HR training to other staffs at the Ministry as and when required.
- Ensure that all policies are compliant with The Asia Foundation and USAID policies.
- Ensure that hiring processes are consistent with the policies.
- Hiring, supervising, training, monitoring and layoff of staff.

Human Resources Director Requirements

- Master Degree in Business Administration and Human Resources or equivalent in Organization Development.
- At least 5 to 10 years of progressive leadership and practical experience in a senior HR management position with supervisory responsibilities.
- Broad knowledge and experience in state and local government employment law.
- Broad knowledge and experience in compensation, organizational planning, organization development, employee relations, safety, training and development.
- Experience in donor liaison with an international organization. Work experience with USAID and other donor experience preferred.
- Ability to work in post conflict and security sensitive environment. Work experience in Afghanistan is preferred.
- Demonstrate ability to serve as a successful participant on the executive management team that provides leadership and direction.
- Excellent human relations skills.
- Excellent problem solving and communication skills.
- Excellent diplomatic skills.
- Ability to work in a fast paced environment.
- Ability to deal with a variety of people and situations.
- Professional presence and appearance.
