Health Alliance International (HAI), a non-profit organization associated with the University of Washington has an outstanding opportunity for a Director of Finance, Budgets and Grants.

This individual will plan, direct, manage and provide ongoing oversight for all accounting, grant compliance, and budget activities at HAI’s headquarters operations and all field locations. This position was created to oversee the strengthening of HAI’s accounting, and grants and budget management capacities to meet recent growth and ensure compliance to Generally Accepted Accounting Principles (GAAP), legal, and donor requirements, ultimately resulting in the continued funding and successful operation of the organization.

Responsibilities

Strategy Planning & Policy Development

Leading and directing global accounting, and grants and budget systems by:
- Fostering innovation, identifying potential opportunities and challenges, identifying business requirements for new operations implementation, and creating or revising policies and procedures as necessary.
- Conducting an analysis of the current accounting, and grant and budget structure; creating financial staffing models and an organizational structure necessary to support organizational goals; transforming the role of the accounting, grants and budget organization as necessary to meet the challenges faced due to recent expansion.
- Developing, revising, implementing, and maintaining new accounting management and grants and budget management policies and procedures consistent with the objectives of Health Alliance International, ensuring that all policies are uniformly understood and properly administered. Assuring the integrity, compliance, and security of HAI administrative financial management systems.
- Developing and maintaining strong working relationships with key partners and stakeholders within a multi-disciplinary, multi-cultural environment.
- Building strong partnerships with peer organizations and stakeholder to provide input into setting the direction of the organization from both an operations and a programmatic perspective.

Staff and Systems Development, & Implementation, and Oversight

- Overseeing, developing, and motivating HAI accounting, grants and budget management staff.
- Enhancing accounting, and grants and budget management tools, systems, and infrastructure to support the organization’s recent growth.
- Ensuring secure and efficient global fund transfers and cash flow systems for the organization’s $30M annual budget in order to support the organizational mission.
- Ensuring robust organizational systems for maintaining compliance with all applicable organizational policies and procedures, U.S. and foreign laws and regulations, and donor rules and regulations.
- Overseeing the organization’s global payroll distribution systems that support the payment of approximately 1,000 HAI staff to ensure accuracy and timeliness.
- Implementing metrics and reporting statistics to assess the performance of organizational accounting, and grants and budget strategies and initiatives.
- Continuously appraising and evaluating the results of the accounting, and grants and budget management operation and advising the Senior Staff of findings on a timely basis; partnering closely with HR management, IT management, program staff, Senior staff, Field Office management, and Board of Directors as necessary.
- Establishing controls for current and proposed accounting and grants and budgeting systems, including appropriate oversight and follow through.
- Staying abreast of legal, regulatory, policy, and industry trends and emerging issues as they relate to the organization and resource constraints inherent in HAI’s working environment. Assessing and communicating the benefits and risks of adopting new accounting and budget policies, procedures, systems or technologies.

Finance, and Grants and Budget Management & Oversight

- Developing, monitoring, and managing the accounting and grants and budget portion of the operating budget to achieve efficiency and effectiveness, including creating budget projections for staffing, software, new initiatives, and global capacity building and institutional strengthening activities.
- Managing the organizational annual budgeting process.
- Developing overseeing proposal budgeting policies and procedures.
- Leading and directing accounting and budget strengthening initiative activities.
- Managing the headquarters accounting team consisting of one accounting manager and 3 accounting staff, and the grants and budget staff consisting of 2 grants managers.
- Overseeing HAI global accounting and grants and budget teams consisting of approximately 11 staff in Mozambique, 2 in Timor-Leste, 1 in Ivory Coast, and 1 in Sudan.

Requirements

- Experience managing USAID grants and contracts, or other US federally funded grants highly desired
- Comprehensive knowledge of financial accounting, management accounting, grants management, information technologies, with the ability to keep abreast of changes in the international non-profit world.
- 3 years of prior experience in financial management and budget administration leadership.
- Certified Public Accountant or Certified Management Accountant
- Master’s degree in Finance, Accounting, Accounting Business, Management, or other related discipline (a Bachelor’s degree in one of the above disciplines with 5+ years of experience may substitute for a Master’s degree).
- Must have a proven record of accomplishment with a history of attracting, developing and retaining high potential staff members and building effective organizations
- Must possess strong analytical and conceptual skills

- International public health experience
