ORGANIZATIONAL LOCATION:
Business Support Section, MIS Branch, Division for Management Services.
The post reports to the Chief, MIS Branch. The post supervises staff of the Business Support Section comprising of the Client Care Manager, Client Care Associate, ERP Training and Communications Specialist, and other staff assigned on a project basis.
DUTIES AND RESPONSIBILITIES:
1. Streamline and automate business processes
- Determine organizational and user requirements to support UNFPA business functions and negotiate processes considering best practices and harmonization within the UN system.
- Identify, select and implement leading industry software packages including ERPs suitable for UNFPA business to cater for financial accounting, budgeting, asset management and human capital management practices in the Fund. Harmonize the utilization of other Commercial Off- the Shelf software (Cots) for specific needs.
- Develop and enhance in-house application systems and tools to support the business processes.
- Implement governance and control mechanisms for shared systems. Facilitate and/or participate in meetings (Change Control Board, Tracks, etc) pertaining to management of the established Atlas release schedule. Review functional specifications when necessary to validate development estimates. Identify potential issues with the release schedule or conflicting work efforts to be escalated to the necessary governance body.
2. Provide systems for decision support
- Gather and analyze decision support data required at various levels of the organization.
- Develop data dashboards to be used for decision making on daily basis.
- Develop analytical tools for use by decision makers.
- Develop reports.
- Provide/facilitate online and offline reports at all levels (e.g. operational, accountability, monitoring, decision making and trend analysis).
3. Enhance personal productivity
- Develop collaboration tools.
- Provide self-service help desk support to address user questions.
- Determine training needs and methods for providing training.
- Develop training materials and providing self-service learning capability on a dynamic web-site
QUALIFICATIONS AND EXPERIENCE REQUIRED:
- Advanced University Degree in IT or related area
- Minimum 12 years of work experience with increasing managerial responsibilities
- Sound experience on Enterprise Resource Planning (ERP) System, preferably Oracle/PeopleSoft
- Sound experience on information systems development, support and management
- Strong knowledge of broad administrative functional activities, and practical business analysis experience
- Knowledgeable about UNFPA’s policies and operations
- Ability to communicate effectively within all levels of the organization, including briefing executive management and key client stakeholders
- Strong organizational, facilitation and people skills
- Excellent oral and written communications skills.
- Maturity to understand impact and sensitivity of client issues
- Initiative and sound judgment
- Fluency in English is required. Knowledge of a second UN language is considered an advantage.
