Job Location: Addis Ababa, with regular travel to rural programme areas

Job Purpose: As a member of the Senior Management Team,(SMT) to contribute to the management of the Concern Country Programme in Ethiopia with specific responsibility for programme funding, targeting, quality, efficiency and impact in the following sectors. HIV & AIDS, Health &Nutrition and Emergency Response in line with organizational policies, values and frameworks and within the Concern Ethiopia Strategic Plan

Main duties & Responsibilities:

Senior Management:

- Assist the CD in the management of the country programme through involvement in the decision making process
- Contribute to the roll out of the Country Strategic Plan
- Ensure that all Concern mainstreaming policies are incorporated into all programme planning and implementation

Programme Management:

- Ensure effective operational management of Concern Ethiopia programmes through line management of key staff and in participation with the SMT
- In conjunction with the Programme Managers, identify new programme interventions in accordance with the Concern Strategic Plan based on thorough contextual analysis

Financial Management

- Identify additional and potential sources of donor funding and liaise with such donors in an effort to secure new and continuing funding for programmes
- Track and manage all finances allocated to the relevant sectors in the Country Programme and continuously monitor and manage the monthly programme expenditure
- Coach, mentor and assist budget holders in the development of accurate budgets

HR

- In consultation with HR and Programme Managers ensure sufficient human resources for the relevant programmes to meet their objectives
- Be involved in the recruitment, management of disciplinary and grievances issues and the dismissal of staff
- Work with directly reporting staff by coaching, training and mentoring to ensure development of their management skills
- Monitor performance based on agreed job descriptions and ensure compliance with agreed objectives and all Concern policies

Reporting:

- Assist Programme Managers and technical advisors in reporting structures, development and maintenance of timetables and procedures paying particular attention to donor, government and Concern reporting requirements

Networking:

- Represent Concern at inter-agency, UN, Government and coordination meetings pertaining to the relevant sectors or when requested by senior management
- Attend meetings on behalf of the Country Director
Liaise with Assistant Country Director Programme (ACDP) 2 in Ethiopia and ACDPs in neighbouring countries and relevant staff (especially the desk officer of programmatic issues) in head office in Dublin.
Monitoring & Evaluation:
- Ensure that M&E plans and monitoring mechanisms are developed and rolled out
- Ensure that Programme Managers coordinate the monitoring and evaluation of all programmes within the agreed plans, budgets, time frames and donor guidelines

Security:

- In conjunction with the Programme Managers, monitor and if necessary report on security issues to the Systems Manager
- Ensure programme staff awareness and adherence to the Country Security Management Plan and in conjunction with the Programme Managers, identify security training needs as they arise

Support Services:

- In conjunction with the systems manager where necessary, monitor and authorize contracts prepared with implementing partners and contractors
- In conjunction with the Programme Managers, ensure that all goods, services and money are procured using the correct documentation and codes and if necessary organize training from the relevant systems support department

Person specification:

Essential:

- Bachelor Degree in the field of (agriculture, social science, economics, public health, nutrition, rural development etc.)
- Three years relevant experience in development fields at senior management level
- Three years experience in complex emergency operations at management level
- Experience in Monitoring and Evaluation techniques
- Excellent management/leadership experience
- Proven track record in proposal and report writing
- Strong budget management
- Empathy with organisational goals
- Ability to work independently and as part of a team
- Flexibility, adaptability, and patience with facilitation and interpersonal skills
- Ability to surface and analyse problems and recommend solutions
- Ability to work under pressure often to strict deadlines
- Training, coaching and mentoring skills and ability to motivate and develop skills of others
- Cross cultural awareness and sensitivity to cultural differences and awareness of gender issues
- Good knowledge of computer applications i.e. Microsoft Word, Excel, Email

Desirable:

- Masters in relevant discipline (humanitarian aid, community development, equality etc)
- Diploma in programme management, programme planning or related thematic subjects: livelihood/education/health/micro credit programmes.

Concern receives a substantial amount of funding from external donors each year. Increasingly donors are introducing requirements whereby future funding is conditional on Concern ensuring that the names of any new employee or volunteer do not appear on terrorism lists generated by the European Union (List of person, groups and entities to which Regulation (EC No. 2580/2001 applies), the US Government (Office of Foreign Assets Control list of specially designated Nationals and Blocked Persons) and the United Nations (Consolidated List).
